II. PROJECT DESCRIPTION <br /> hazardous wastes special wastes liquid wastes or infectious wastes. The transfer station <br /> p q <br /> conducts load checks once a week under its existing load check program. Collection trucks <br /> currently used to collect waste on commercial and residential routes,for transport to the East <br /> Stockton Transfer Station and Forward Landfill,are parked on site at other times and washed <br /> twice a week(on Tuesday and Friday) at the site's steam cleaning islands. The facility currently <br /> employs 66 people,as maintenance and facility staff,collection vehicle drivers, and managerial, <br /> sales, and clerical office staff. <br /> Existing structures on the site east of Pershing include the office, maintenance building, <br /> maintenance and equipment storage buildings, steam cleaning islands, stormwater collection <br /> pond, and employee and visitor parking area shown on the site plan,Figure II-2. Additional <br /> maintenance and equipment storage buildings currently extend south of those shown and would <br /> be removed to accommodate the modifications proposed under the project. <br /> D. PROPOSED TRANSFER STATION OPERATIONS <br /> OVERVIEW <br /> The project would allow Stockton Scavengers Transfer Station to receive up to 1000 TPD of non- <br /> hazardous commercial, industrial and residential municipal solid waste and recyclables, <br /> construction and demolition (C&D) debris,and public self-haul waste. In addition,the facility <br /> would accept and grind up to 150 TPD of green waste, the receipt of which would be in addition <br /> to the 1000 TPD proposed capacity for other types of accepted wastes. The transfer station would <br /> operate seven days a week, from 4 a.m. to 5 p.m. Monday through Saturday and from 8 a.m. to 4 <br /> p.m. on Sunday. The transfer station would be open to self haul traffic during these times; <br /> operations on Sunday would be limited to receiving only public self haul waste. A random load <br /> check for household hazardous waste,which is sometimes found in small quantities in municipal <br /> solid waste, would be conducted bi-weekly. <br /> INCOMING LOADS <br /> PROCESSABLE AND NON-PROCESSABLE LOADS <br /> Figure II-2 shows the site layout. As shown, incoming vehicles enter the site from Navy Drive, <br /> near the eastern boundary of the site. Refuse collection vehicles would enter via the left lane and <br /> be weighed at the inbound scale. Non-processable loads (i.e., loads that are unlikely to contain <br /> substantial quantities of recyclables) would be directed to the"non-processable"area of the <br /> tipping floor, while processable loads(i.e., loads with substantial quantities of recyclables) would <br /> be directed to the "processable"area.
