Ah is DRAFT <br /> Noise. The analysis evaluates potential project impacts relative to current conditions. In <br /> addition, the project would involve rezoning the portion of the site east of Pershing Avenue from <br /> Light Industry(M-1)to Heavy Industry (M-2) and the portion of the site west of Pershing from <br /> Commercial Manufacturing(CM)to M-2. The potential impacts of these zoning changes are <br /> analyzed in the SEIR, as well. <br /> Section 15163 of the CEQA Guidelines(Public Resources Code Title 14,Chapter 3)specifies <br /> preparation of a Supplemental EIR when an EIR has been certified for a project and the lead <br /> agency determines that only minor additions or changes would be necessary to make the previous <br /> EIR adequately apply to the project in the changed situation. Discussions between the City of <br /> Stockton and the Applicant indicate that a Supplemental EIR is the appropriate level of analysis <br /> for the proposed changes. <br /> 2. PROJECT DESCRIEPTION <br /> A. PROJECT OBJECTIVES <br /> Stockton Scavengers Association has applied to the City of Stockton for a Conditional Use <br /> Permit(CUP)to expand the operation of its Transfer Station on Navy Drive. Specifically,the <br /> objectives of the project are as follows: <br /> • to increase permitted solid waste throughput to 1000 TPD; <br /> • to add recycling facilities to enhance recovery of inerts and other recyclable materials; <br /> • to provide for the grinding and transfer of green waste; <br /> • to add public self-haul wastes and potentially phase in collected residential waste to the types <br /> of wastes currently accepted(which consists of commercial,construction and demolition <br /> [C&D] and industrial waste); and <br /> • to bring the facility into compliance with the current City zoning. <br /> B. SITE DESCRIPTION <br /> The site is located at 1240 Navy Drive between Fresno Avenue,to the west,and Interstate 5 (I-5), <br /> to the east, in the western,south-central portion of the City of Stockton (see Figure 2.1). Pershing <br /> Avenue is near the center of the flat, 9.4-acre site. For this project,portions of Pershing and <br /> Faye Street will be abandoned and incorporated into the site. This will increase the site to <br /> approximately 10.15 acres. The primary transfer station activities and materials recovery <br /> operations would occur in the 5.8-acre area east of Pershing Avenue(see Figure 2.2).
