CURRENT OPERATIONS <br /> Current operations are similar to those described in the previous EIR(EIR 5-88), although the <br /> quantity of waste currently handled is approximately 1.5 TPD(or 40 tons per month), compared <br /> to approximately 12 TPD analyzed in the 1989 report. No materials are currently being recovered <br /> at the facility. The transfer station operates Monday through Saturday from 4:00 a.m. to 5:00 <br /> p.m. Only Stockton Scavengers Association vehicles discharge waste at the site. The transfer <br /> station accepts only municipal solid waste. It does not accept or handle hazardous wastes, special <br /> wastes, liquid wastes or infectious wastes. The transfer station conducts load checks once a week <br /> under its existing load check program. <br /> D. PROPOSED TRANSFER STATION OPERATIONS <br /> OVERVIEW <br /> The project would allow Stockton Scavengers Transfer Station to receive up to 1000 TPD of non- <br /> hazardous commercial, industrial and residential municipal solid waste and recyclables, <br /> construction and demolition(C&D)debris, and public self-haul waste. In addition, the facility <br /> would accept and grind up to 150 TPD of green waste,the receipt of which would be in addition <br /> to the 1000 TPD proposed capacity for other types of accepted wastes. The transfer station would <br /> operate seven days a week,from 4 a.m. to 5 p.m.Monday through Saturday and from 8 a.m. to 4 <br /> p.m. on Sunday. The transfer station would be open to self haul traffic during these times; <br /> operations on Sunday would be limited to receiving only public self haul waste. A random load <br /> check for hazardous waste, which is not accepted at the facility, would be conducted daily. <br /> INCOMING LOADS <br /> Processable and Non-processable Loads <br /> Figure 2.2 shows the site layout. As shown,incoming vehicles enter the site from Navy Drive, <br /> near the eastern boundary of the site. Full solid waste vehicles would enter via the left lane and <br /> be weighed at the inbound scale. Non-processable loads would be directed to the "non- <br /> processable"area of the tipping floor, while processable loads would be directed to the <br /> "processable"area. Materials recovery at the transfer station will focus on recovering inertsl and <br /> other materials collected in rolloff containers from commercial and industrial customers, new <br /> construction/remodeling contractors, and residential customers. Therefore, all incoming rolloff <br /> vehicles, as well as selected front end loader routes known to have a high percentage of <br /> recoverable materials, would be directed to the processable area. Front-loading or side-loading <br /> vehicles carrying source separated recyclables from residential and commercial recycling <br /> programs would also be directed to the processable area of the tipping floor. The other incoming <br /> trucks, front-end loaders with commercial and residential trash, would be directed to the non- <br /> processable area.
