Box 2009 • (1601 East Hamlton Avenue) • Stockton, CaMmia 95201 <br />(209) 468-3400 <br />Mark <br />•, <br />Norcal Waste Systems Inc. <br />5 <br />• Mellon Circle, Suite 304 <br />San <br />• CA •. <br />The San Joaquin County Environmental Health Division (EHD) received the <br />construction drawings for the Stockton Scavenger Transfer Station and Material <br />Recovery Facility on April 15, 1992. <br />In a preliminary evaluation of the construction plans the following items came to our <br />• as requiring further clarification: <br />1 EHD requires a work plan and a set of plans approved by the City of Stockton <br />building department for the new transfer station. <br />2. EHD requires verification from Regional Water Quality Control Board that the <br />proposed storm water pond poses no threat to groundwater. <br />3. EHD requires the installation of a backup electrical generating system for the <br />storm drain water pump system as discussed in the September 2, 1988 <br />• to •. clearly shown • the construction • <br />4. EHD • that the plans show a containment berm along the southerr <br />property boundary as discussed in the September 2, 1988 meeting. <br />5. The plans do not show clean storm water return line to the truck wash area as <br />stated in the November 8, 1988 Storm Water Management Plan. .. <br />6. The plans do not show how the tipping floor of the pre-engineered steel frame <br />new materials recovery and transfer station building is graded so that leachate <br />will collect with the • going refuse. <br />7. How will the incoming solid waste be handled during the construction <br />phase? <br />During our meeting of March 25, 1992, we discussed the hourly rate our department <br />charges for plan review. I would like to reaffirm our policy of billing for services at <br />$53.00 per hour. <br />The total charge for the "preliminary plan" evaluation is enclosed. Please resubmit the <br />construction plans with the corrections and a check made payable to San Joaquin <br />A Division of Son Joaquin County Health (--am Semces 0 <br />
