State of California
Memorandum
To John Keene
State Clearinghouse
1400 10th Street
Sacramento, CA 95814
From
Michael Niblock
Associate Planner
City of Stockton
6 East Lindsay Street
Stockton, CA 95202
Environmental Affairs Agency
Date:
APR 2 51989
4.e H. /Lakoh, Manager
urce Cons r tion and Local Planning Divisions
FORNIA WAilii MANAGEMENT BOARD
Subject: SCH# 88120516 Draft Environmental Impact Report (DEIR)
for Stockton Scavenger Transfer Station Expansion
Project, San Joaquin County.
California Waste Management Board (CWMB) staff have reviewed the
DEIR for Stockton Scavenger Transfer Station Expansion and offer
the following comments:
Scope of DEIR
Resource Recovery
The proposed project is an expansion from 12 to 300 tons per
day of an existing transfer station/corporation yard.
Stockton Scavenger Association proposes this project for the
purposes of improving collection and disposal efficiency and
increasing materials recovery. Under its current permit, the
transfer station diverts 1.6 TPD from the waste stream. It
is anticipated that the proposed project would reduce solid
wastes going to the landfills by 45 to 75 TPD (15 to 25
percent of the wastestream), assuming that the facility
accepts 300 tons per day. The EIR should include separation,
storage, and marketing methods for recoverable materials.
