• <br />1.0 INTRODUCTION <br />The Stockton Scavenger Transfer Station is located within the Stockton <br />Scavenger Association Corporation Yard in Stockton, California. The <br />transfer station began operation in 1968 and has operated as a Small <br />Volume Transfer Station under Solid Waste Facilities Permit <br />No. 39 -AA -019 since it was issued September 8, 1978. <br />California Administrative Code (CAC) Title 14, Section 17441, requires <br />operators of Large Volume Transfer Stations to review and update the <br />previous Report of Station Information (or Plan of Operations for <br />Small Volume Transfer Stations) every 5 years or when significant <br />changes or modifications to the station's facilities or operations are <br />being proposed. <br />For the Stockton Scavenger Transfer Station, both these events are <br />occurring simultaneously. The station's 5 -year permit anniversary is <br />approaching in July 1988, and the management of the transfer station <br />wishes to increase the quantity of waste handled at the facility from <br />the 1987 average of approximately 12 tons per day to approximately <br />300 tons per day. <br />The proposed expansion of operations at the Stockton Scavenger Associ- <br />ation Transfer Station will provide an opportunity for increased <br />materials recovery, increase collection and transportation efficien- <br />cies, and reduce the overall quantity of material landfilled and the <br />cost of disposal. The methods and objectives of the proposed expan- <br />sion are consistent with the San Joaquin County Solid Waste Management <br />Plan's (1986 CoSWMP) short-term goals of maximizing recycling and <br />providing efficient and cost-effective collection service. <br />However, the proposed increase in waste flow will require modifica- <br />tions to both physical facilities and operational practices at the <br />transfer station.
