This existing facility is a small volume transfer station open to <br />commercial vehicles only. The station consists of several buildings <br />surrounded by a paved lot situated on a 32 acre parcel. The main <br />building is divided up into a 1400 sq, ft. newsprint room, 2112 <br />sq. ft. fibre processing room and a 1400 sq. ft, high grade storage <br />room. Vehicles are directed to the fibre room dumping floor where <br />materials are separated by hand. Non-salvagable waste materials <br />are loaded by skip loader into a metal drop box and disposed of <br />the same day at an approved sanitary landfill site. <br />The facility receives an annual average of 25 tons per day, on a <br />six day per week basis. Hours of operation are 6:00 a.m, to 4:00 <br />p.m. Monday through Saturday.. Wastes received at the site include <br />the following: <br />1. Commercial solid wastes. <br />2. Residential newsprint materials. <br />3. Industrial solid wastes. <br />B. There are no proposed changes in the facility's existing g operation <br />which will be implemented within the next five years. <br />C. Operations and design prior to August 15, 1977 were conducted as <br />specified by the Report of Station Information dated October 18, <br />1977 and November 15, 1977 which are hereby made a part of this <br />permit. <br />This permit is granted solely to the operator named above, and is not transferable. Upon a change of <br />operator, this permit Is subject to revocation. Upon a significant change in design or operation from <br />that described in this permit or in attachments thereto for the existing design and operation of a <br />facility operating immediately prior to August 15, 1977, or from the approved Intended 'design and <br />operation of a facility which was not operating prior to August 15, 1977, or which herein Is -granted <br />a permit modification, this permit Is subject to revocation, suspension, modification or other <br />appropriate action. <br />This permit does not authorize the operation of any facility contrary to the State Minimum Standards <br />for Solid Waste Handling and Disposal. This permit cannot be considered as permission to violate <br />existing laws, ordinances, regulations, or statutes of other government agencies. <br />z Joaquin Local Health District, 1601 E.
