STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor <br /> CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD— <br /> CENTRAL VALLEY REGION <br /> 3443 ROUTIER ROAD <br /> SACRAMENTO,CA 95827-3098 <br /> 6 February 1990FEB <br /> � ,., <br /> d <br /> Mr. Ed Padilla <br /> San Joaquin Public Health Services <br /> Environmental Health Division <br /> Post Office Box 2009 <br /> Stockton, CA 95201 <br /> STOCKTON SCAVENGER TRANSFER STATION, SAN JOAQUIN COUNTY <br /> I have reviewed the Report of Station Information, dated July 1988, and the 16 <br /> January 1990 amendments, as well as the 8 November 1988 Storm Water Management <br /> Plan for the Stockton Scavenger Association. <br /> The information shows that the tipping area, waste storage area, and transfer <br /> trailers will be enclosed in a building with a concrete floor in order to <br /> preclude rainfall and to collect any leachate. The steam cleaning wastewater <br /> will be discharged to the sanitary sewer. Also, the stormwater collection pond <br /> will be replaced by an oil/water separator and above-ground stormwater retention <br /> tank. Considering the above, we do not anticipate any threat to water quality <br /> from the operation at the facility. <br /> Should future changes in the operation indicate that a threat to water quality <br /> exists, we will require that Stockton Scavenger submit a Report of Waste <br /> Discharge to our office. <br /> Please call me at (916) 361-5667 if you have any questions. <br /> PATRICIA H.
