STATE OF CALIFORNIA GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
6 February 1990FEB
 ,.,
d
Mr. Ed Padilla
San Joaquin Public Health Services
Environmental Health Division
Post Office Box 2009
Stockton, CA 95201
STOCKTON SCAVENGER TRANSFER STATION, SAN JOAQUIN COUNTY
I have reviewed the Report of Station Information, dated July 1988, and the 16
January 1990 amendments, as well as the 8 November 1988 Storm Water Management
Plan for the Stockton Scavenger Association.
The information shows that the tipping area, waste storage area, and transfer
trailers will be enclosed in a building with a concrete floor in order to
preclude rainfall and to collect any leachate. The steam cleaning wastewater
will be discharged to the sanitary sewer. Also, the stormwater collection pond
will be replaced by an oil/water separator and above-ground stormwater retention
tank. Considering the above, we do not anticipate any threat to water quality
from the operation at the facility.
Should future changes in the operation indicate that a threat to water quality
exists, we will require that Stockton Scavenger submit a Report of Waste
Discharge to our office.
Please call me at (916) 361-5667 if you have any questions.
PATRICIA H.
