PUBLIC, HEALTH SER ICES
SAN JOAQUIN COUNTY W: Za
JOGI KHANNA MR.M.P.H.
Health Officer
P.O. Box 2009 0 (1601 East Hazelton Avenue) 0 Stockton, California 95201
(209)468-3400
October 26, 1992
Mark Zygutis
Norcal Waste Systems Inc.
5 Thomas Mellon Circle
San Francisco CA 94134
The San Joaquin County Environmental Health Division (EHD) received the revised
construction plans for the Stockton Scavenger Transfer Station and Material Recovery
Facility as requested in the meeting of 9/22/92.
EHD finds the renovation of the Stockton Scavengers Transfer Station to be in
compliance with Title 14, Division 7, Section 17534 of the California Code of
Regulations providing the following conditions and areas of concern are addressed:
The following changes have been made from the original plan evaluation by EHD dated
4/20/92:
1) The back-up electrical system for the storm drain water pump system discussed
in the September 2, 1988 meeting does not apply due to the change from a 20,000
gallon storm water holding tank to a lined pond with capacity for 193,000 gallons to
contain a 25 year 24 hour event.
2) The truck wash area will no longer recycle water from the storm drain system.
The following conditions must be met for the transfer station renovation project to be
in compliance with CCR Title 14 regulations:
1) Norcal Solid Waste Systems, Inc. to notify the California Regional Water Quality
Control Board- Central Valley Region that the project is proposed. A copy of the letter
of notification should be mailed to EHD.
2) Approval from the City of Stockton Municipal Utilities District for discharge of wash
water emanating from the truck wash to the sanitary sewer system.
3) The topographic map shows Trinity Community Church to be located in a
depression where ponding may occur. What steps will be taken to alleviate this
condition?
4) The topographic map shows the south west corner of the site as a high spot sloped
to the storm drain. There is an elevation of 9.3 near the southeast corner of the pond
A Division of San Joaquin County Health Care Services
