OW <br />S AST FACILITY PERMIT I Facility Number: <br />12. Legal Description of Facility attach map with RFI: <br />THE FACILITY IS LOCATED ON THE N.E. QUARTER OF SECTION 16 OF TOWNSHIP 3 SOUTH, RANGE 5 EAST, MOUNT <br />DIABLO BASELINE AND MERIDIAN (see Appendix A) <br />13. Findings: <br />a. San Joaquin County Integrated Waste Task Force has concluded that the proposed Tracy Materials Recovery & Transfer facility <br />is consistent with the goals and policies of San Joaquin County Integrated Waste Management pursuant to Public Resource Code <br />(PRC) 50000 — 50002. <br />b. This pernut is consistent with the standards adopted by the California Integrated Waste management Board (CIWINIB), pursuant to <br />PRC 44010. <br />e. The design and operation of the facility is in compliance with the State Minimum Standards for Solid Waste Handling and <br />Disposal as determined by the LEA and CIWTVIB joint staff inspection dated December 24, 1996. <br />d. The Tracy Rural County Fire Protection District has determined that the facility is in conformance with applicable fire standards <br />as required in PRC, Section 44151. <br />e. An Environmental Determination (i.e. Notice of Determination) SCH # 93042093 is filed with the State Clearinghouse for this <br />facility pursuant to PRC, Section 21081.6. <br />f. A County -wide Integrated Waste Management Plan has been approved by the CIWMB on March 1997. <br />g. The following authorized agent has made a determination that the facility is consistent with, and designated in, the applicable <br />general plan: San Joaquin County Planning Commission. PRC, Section 50000.5(a). <br />h. The following local governing body has made a written fording that surrounding land use is compatible with the facility operation, <br />as required in PRC, Section 50000.5(b): San Joaquin County Planning Commission. <br />14. Prohibitions: <br />The permittee is prohibited from accepting any liquid waste sludge, non -hazardous waste requiring special handling, designated <br />waste, or hazardous waste unless such waste is specifically listed below, and unless the acceptance of such waste is authorized by <br />all applicable permits. <br />1. Tires. <br />2. White Goods. <br />3. Household Hazardous Waste. <br />4. Green Wastes. <br />5. Cannery Waste. <br />The Permittee is additionally prohibited from the following items: <br />1. Disposal of Untreated Medical Waste. <br />2. Disposal of Large Dead Animals. <br />3. Scavenging. <br />4. Oven Burning. <br />15.
