We received the draft on February 9, 1994 . <br /> The draft SWFP is for both transfer and composting operations; <br /> however, the Regional Water Quality Control Board (RWQCB) has not <br /> determined whether Waste Discharge Requirements (WDRs) or a <br /> waiver will be required for the proposed composting operations at <br /> this site . The purpose of this letter is to inform you that it <br /> is Board policy not to concur in the issuance of a SWFP unless <br /> all proposed activities have been approved by those agencies <br /> having jurisdiction. <br /> Title 14 of the California Code of Regulations (CCR) , Section <br /> 17859 (a) (4) , states, in part, that an applicant for a green <br /> composting permit shall assure that the operator obtains <br /> pertinent state and local permits, or waivers, including Air <br /> Pollution Control District (APCD) and RWQCB permits . Public <br /> Resources Code (PRC) , Section 44009, states, in part, that if the <br /> Board determines that the permit is not consistent with State <br /> standards, it shall object to provisions of the permit . <br /> When the RWQCB and other applicable state agencies approve <br /> composting operations at this site, our Board will consider SWFP <br /> revisions to allow composting.
