Facsimile. August 18, 1993. <br /> Chrisman and Corral Hollow Roads are major County roads that extend primarily north-south through the <br /> project area. Both roads have interchanges at 1-580 south of the project site. MacArthur Drive and Tracy <br /> Boulevard are minor north-south roads. The major east-west roads include Unne Road and 11 th Street, <br /> which also serves as Business 1-205. <br /> Structural Conditions <br /> As Table 4.3.1 indicates, the existing roadway conditions for pavement range from poor to good. Field <br /> investigations revealed the location of poor sections as near intersections with heavy truck traffic or <br /> railroad track crossings. The heavy volume of five or more axled trucks on these roads contributes to <br /> pavement deterioration. According to the peak hour truck classification counts conducted for this <br /> ® analysis, approximately 70-90 percent of peak hour traffic consists of trucks with five or more axles. Field <br /> observations during other periods of the days support the conclusion that this percentage is probably <br /> maintained throughout the day. <br /> Intersections <br /> For the purposes of this study, San Joaquin County Department of Public Works officials selected five <br /> intersections for analysis. Study intersection selection is done on the basis of their proximity to the project <br /> site and probability that project traffic would utilize the intersection. Figure 4.3.2 displays the morning and <br /> evening peak hour turning counts conducted on August 25, 1993, for each study intersection. <br /> Operating Conditions <br /> Operating conditions analysis for the existing intersections utilizes procedures and methodology from the <br /> Highway C achy Manual - Special ReportC ), Transportation Research Board, 1985. The <br /> intersection analysis involves two types of controls,traffic signals and stop signs. The intersection control <br /> type and its use determines the specific procedure for determining intersection operating conditions. The <br /> HCM uses specific analysis criteria that corresponds to levels of service, which vary from A (the gest) to <br /> F (the worst). The levels of service describe the intersection operating conditions in general terms. <br /> Tables A-2, A-3, and A-4 in Appendix B contain the analysis criteria and their corresponding levels of <br /> service for two-way stop, mufti-way stop and signalized intersections. Figure 4.3.6 displays the level of <br /> service analysis results for the five selected intersections under existing conditions. <br /> Safety Conditions <br /> ® The NOP response from the Banta-Carbona Irrigation District identified the intersection of MacArthur Drive <br /> and Unne Road as an existing safety problem based on the number of fatalities.
