Indirect or secondary effects may <br /> include growth inducing effects and other effects related to induced changes in the pattern of <br /> land use,population density,or growth rate,and related effects on air and water and other natural <br /> systems, including ecosystems. <br /> The reader should note that all impacts or effects analyzed under CEQA must be related to a physical <br /> change. In addition, a significant impact means a substantial or potentially substantial, adverse change <br /> in the environment (CEQA, Section 21068). The determiniation of substantial, however, is somewhat <br /> subjedW in that it can vary from case to case depending upon the value placed on environmental <br /> resources by affected parties.
