A` 1993. <br /> 1 <br /> ENVIRONMENTAL IMPACTS AND MITIGATION MEASURES <br /> S!gniflcance Criteria <br /> According to Section ISM of the'Guidelines for Implementation of the California Environmental Quality <br /> Act (CEQA), an impact includes: <br /> 1. Direct or primary effect that are caused by the project and occur at the same time and place. <br /> 2. Indirect or secondary effects that are caused by the project and are later in time or farther <br /> removed in distance but are still reasonably foreseeable. Indirect or secondary effects may <br /> include growth inducing effects and other effects related to induced changes in the pattern of <br /> land use,population density,or growth rate,and related effects on air and water and other natural <br /> systems, including ecosystems. <br /> The reader should note that all impacts or effects analyzed under CEQA must be related to a physical <br /> change. In addition, a significant impact means a substantial or potentially substantial, adverse change <br /> in the environment (CEQA, Section 21068). The determiniation of substantial, however, is somewhat <br /> subjedW in that it can vary from case to case depending upon the value placed on environmental <br /> resources by affected parties.
