Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 5. MacArthur Drive, Tracy, California 95377 <br /> Drainage Control <br /> Surface water runoff, including all process water, will be directed to a onsite <br /> retention basin by use of grading design and drainage ditches, where it will be <br /> properly treated, if necessary, to eliminate potential environmental impacts. Water <br /> will be pumped from the retention basin for facility use in operations, including fire <br /> and dust control. <br /> The retention basin has been designed to retain all surface water runoff resulting <br /> from a 100-year, 24-hour storm event. Site personnel will regularly inspect and <br /> maintain the drainage ditches and basin. <br /> The operator implements Best Management Practices (BMPs). BMPs included in <br /> the site's Storm Water Pollution Prevention Plan (SWPPP) include such <br /> management practices as required of the National Pollution Discharge Elimination <br /> System (NPDES): <br /> • Storing recycled materials on a slightly sloping paved area (to prevent ponding) <br /> with a drainage system. Prevent run-on and runoff by directing drainage <br /> around storage areas. <br /> • Sweeping parking areas, storage areas, and processing areas regularly to <br /> remove fine particles of material and dust. <br /> • Storing household hazardous materials from the load checking program in an <br /> IV approved household hazardous materials storage compartment and in <br /> accordance with federal, state, and local requirements. <br /> • Conducting all vehicle maintenance within the existing maintenance shop at <br /> the facility. <br /> • Spill prevention, control, and cleanup program <br /> • Training employees in implementation of BMPs <br /> The amount of free liquids expected to be generated from solid waste transferring <br /> activities within the fully enclosed transfer station are minimal, even during <br /> inclement weather. As a preventative measure, the concrete slab within the <br /> MRF/TS building has been slightly concaved to pond any free liquid on the tipping <br /> pad where drier solid waste can absorb the liquids as the solid waste is processed <br /> for transferring into the loading bays. Should liquids become excessive, chipped <br /> green waste from the compost operations can be applied to the tipping pad area to <br /> absorb the liquids. The materials would then be transported off-site for disposal at <br /> a permitted solid waste facility. <br /> The Tracy MRF & TS is designed in a manner that rain water that falls on the <br /> building will be treated as storm water and be disposed of in the storm water <br /> system. Storm water generated by rainfall in the ramp to the covered loading bays <br /> will be managed as storm water as grated trench drains will be put in place to not <br /> have this storm water come in contact with any solid waste within the covered <br /> 26 <br />
