Report of Composting Site Information <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, Ca. 95377 <br /> The composting facility personnel training programs will include instruction in methods <br /> to observe incoming loads and to check for the receipt of unacceptable materials. The <br /> key employees include the scale personnel, composting facility load check personnel, <br /> equipment operators, and the site manager. <br /> All loads will be checked and ground prior to loading the feedstock into the mixing <br /> equipment. Physical damage to equipment, which can occur from inert'debris, such as <br /> concrete, metal rebar, and engine parts, is too great to ignore and affects production of <br /> a quality product. The Local Enforcement Agency will be notified of the identification, <br /> segregation, acceptance and disposition of any serious unlawful delivery of hazardous <br /> materials identified through this load check program. Any such items shall be handled <br /> and disposed of by trained personnel in accordance with applicable law and regulation. <br /> Hazardous Waste Exclusion Program <br /> Only non-hazardous organic wastes are accepted at the site. The greatest likelihood of <br /> hidden hazardous waste being in the waste stream would occur in loads of post- <br /> consumer food wastes from restaurants or mixed with yard wastes. All incoming <br /> material will be checked following the load-checking program previously described. <br /> Excluded Materials <br /> Materials other than those described are excluded from the site. There are no plans to <br /> process hazardous waste or wastewater treatment waste streams on the site at this <br /> time. The composting of unprocessed mammalian tissue, including but not limited to, <br /> flesh, organs, hide, blood and morrow is expressly prohibited, except when from the <br /> food service industry, grocery stores, or residential food scrap collection programs. The <br /> composting of medical wastes is expressly prohibited. <br /> Special Occurrence Log <br /> 14 CCR §17869(b) requires the compost operator to maintain general record keeping <br /> for special occurrences. A special occurrences log will be maintained at the facility. The <br /> log will include the following special occurrences or information: fires, flooding, earth <br /> movement, unusual and sudden settlement, injury or property damage accidents, <br /> explosions, discharge of hazardous or other unacceptable materials, disposition of <br /> material exceeding established limits, or other unusual occurrences. A site operations <br /> log comprising all safety, production, load checking, monitoring, and public complaints <br /> will be maintained. These logs will be kept at the Site Office. The Site Manager is <br /> responsible for maintaining these records. He is also responsible to see that records <br /> are available to the appropriate regulatory agencies. <br /> Composting <br /> Green Material, and Co-collected Yard and Green waste <br /> Co-collected yard waste and green waste (maximum 15% food waste) may be <br /> composted in traditional, open windrows. The windrows may be up to 8 feet in height, <br /> 20 feet in width and vary in length from 350 to 500 feet. <br /> Composted Digestate <br /> 20 <br />
