Construction &Demolition/Inert Debris Facility Report Tracy Material Recovery Facility and Transfer Station 30703 S. MacArthur Drive, Tracy, California 95377 ® Processing operations and loading or unloading of trucks will be monitored during windy periods to avoid creating fugitive dust. Onsite processing buildings will be equipped with misting systems. Site operations will cease temporarily should dust become uncontrollable. The entrance area of the facility will be routinely cleaned to prevent offsite tracking of sediment. Tire cleaning devices may placed at the exit to remove debris from vehicle tires and prevent offsite tracking of sediment, as needed. Hazardous, Liquid and Special Wastes [14 CCR 17407.5] Only non-hazardous, dry wastes are accepted at the site. No liquids are accepted. Typical unacceptable materials include liquid wastes, putrescible refuse, paint containers, aerosol cans, batteries, and friable asbestos. Should these materials be discovered they will be segregated with particular care to eliminate or control dust, fumes, vapors, or gasses to protect worker and public safety, prior to their removal from the facility. The greatest likelihood of hidden hazardous waste being in the waste stream occurs in the C&D debris boxes. The debris boxes are dumped in the processing area and spread out for sorting. Hazardous materials discovered during dumping AMML may be cause for rejection of the entire load or removal of said materials by the deliverer for proper disposal. The loads are screened for unacceptable materials by employees helping with the sorting process. Unacceptable materials are extracted from the waste, stored, and eventually recycled (latex paint) or disposed of properly. Remaining unacceptable materials are detected during the hand sorting and transfer process. The HHW will be stored within a HHW storage locker at the adjacent MRF & TS building. The HHW storage container and the storage area conform with the requirements of 22 CCR 66265.170 and HHW will be transported by the operator or a licensed vendor to a permitted facility for proper handling and/or disposal within 90 days. Litter Control [14 CCR 17408.1] Wind blown litter and residuals are removed daily, including from underneath equipment and other out-of-the-way locations, by site personnel to prevent accumulated material from interfering with safe operation. A daily (at minimum) site walk by facility personnel focuses on ensuring that wind-blown litter is picked up and a clean appearance maintained. The site is surrounded by fencing as shown on site plans in the Figures section, which prevents litter from blowing from the facility onto public roads or neighboring property.
