Construction &Demolition/Inert Debris Facility Report <br /> Tracy Material Recovery Facility and Transfer Station <br /> 30703 S. MacArthur Drive, Tracy, California 95377 <br /> proper management as opposed to potential illegal dumping, misuse at the <br /> home, or later attempts to pass the HHW through the system undetected. <br /> HHW is stored for less than 90 days. The HHW from the load-checking program <br /> will be stored within a HHW storage locker at the MRF/TS building. The HHW <br /> storage containers and the HHW storage area will conform to the requirements of <br /> 22 CCR 66265.170, and HHW will be transported by the operator or a licensed <br /> vendor to a permitted facility for proper handling and/or disposal. <br /> Solid Waste Removal [14 CCR 17410.1] <br /> Any residual solid wastes remaining from sorting are containerized for transport <br /> to a permitted landfill within 48 hours of filling up the debris box or transfer trailer, <br /> at a minimum of once every 7 days. Any putrescible waste will be removed within <br /> 48 hours of receipt. There will be debris boxes on site for residual material and/or <br /> at least one transfer trailer. One debris box will be located next to the Inert Debris <br /> Processing Area and 2 debris boxes will be located adjacent to the C&D <br /> Processing Area. Transfer trailers will replace debris boxes as the tonnages <br /> increase. The type of residual is non-putrescible and will not present a vector <br /> attraction or odor problem. <br /> Supervision and Personnel [14 CCR 17410.2] <br /> An onsite supervisor will be present daily to provide adequate supervision and <br /> sufficient qualified personnel to assure operations are proper and in compliance <br /> with all applicable laws, regulations permit conditions or other requirements. <br /> Training [14 CCR 17410.3] <br /> Employees are trained by staff that is skilled in: (1) various aspects of the work <br /> and (2) the proper use of facility equipment for which they may be responsible. <br /> Potential hazards and safety features are stressed. No employee is permitted to <br /> operate equipment until the employee has demonstrated proficiency in its use. <br /> Employees are trained in proper load checking techniques, including the <br /> screening and recognition of hazardous materials, including, but not limited to <br /> lead-based painted wood, asbestos containing material and CCA treated wood. <br /> Additional training is provided surrounding environmental controls utilized at <br /> facility, employee and public safety, fire safety, and emergency procedures to be <br /> followed. <br /> Annual review and refresher training ensures continued safe operations of the <br /> facility and compliance with regulations. Weekly "tailgate" safety meetings are <br /> held to reinforce training and gain employee feedback on potential hazards. <br /> 23 170.18 CDI FacReport 02121313 <br />
