Construction &Demolition/Inert Debris Facility Report
Tracy Material Recovery Facility and Transfer Station
30703 S. MacArthur Drive, Tracy, California 95377
Nature and Quantity of Wastes
The facility plans to accept only inert debris (Type A) and C&D debris that has
been source-separated or separated for reuse and commingled and meets
definitions of said materials as previously defined.
Types and Number of Vehicles
The Tracy MRF & TS facility anticipates a maximum of 1,245 vehicles per day.
The majority of vehicles will be heavy-duty solid waste collection and transfer
vehicles. Some medium-duty vehicles or pickups, with or without trailers, are
expected to make deliveries or pick-ups of materials or debris. Please refer to the
traffic summary in Appendix I for more detailed information about traffic for the
full operations.
The C&D Processing Area is expected to receive approximately 31 vehicles per
hour (see Table 10 below) and is designed to maintain 20 stalls for unloading of
debris, 13 for self-haul vehicles and 7 for commercial vehicles. The Facility
Capacity Study has determined (see Appendix F, Table 7 on page 9) that up to
148 vehicles per hour can be handled for unloading. In the event that all 400 TPD
were delivered in self haul vehicles (anticipated at approximately .75 tons/vehicle
for C&D debris), the facility could handle the maximum 600 vehicles within 5
hours using all 20 spaces.
Table 10 —C&D Processing Facility Traffic
C&D Tons Tons Vehicles Hours of Average Peak Hourly
Vehicle per per per Day Receiving Vehicles Vehicles Design
Type Day Vehicle Operations per Hour Capacity
Self-haul 200 .75 267 10 27 32 78
Commercial 200 4.5 45 14 3.2 8 70
Parking
There is adequate parking onsite; please refer to the Tracy MRF & TS project
description regarding parking information for the full operations.
Drainage Control
The facility will operate under a Storm Water Pollution Prevention Plan filed with
the California State Water Resources Control Board. The facility will operate on
an asphalt concrete or concrete pad.
Surface water runoff, including all process water, will be directed to a onsite
retention basin by use of grading design and drainage ditches, where it will be
properly treated, if necessary, to eliminate potential environmental impacts.
15 170.18 CDI FacReport 05081313
