Construction &Demolition/Inert Debris Facility Report
Tracy Material Recovery Facility and Transfer Station
30703 S. MacArthur Drive, Tracy, California 95377
Medical Wastes [14 CCR 17408.2]
Medical wastes will not be accepted at this facility.
Noise Control [14 CCR 17408.3]
A noise analysis was performed for the facility as part of the 1993 EIR and no
mitigations of impacts were required. Employee noise exposure shall be
controlled by providing proper ear protection equipment for all employees in
compliance with Cal-OSHA/Fed-OSHA. As discussed in the EIR, noise from
station operations is unlikely to create a health hazard to persons using the site
or to nearby residents. As previously discussed, the closest development to the
project site are two residences (mobile homes) located approximately 600 feet
north of the site on the east side of MacArthur Drive. The closest residential
subdivision is approximately one mile north of the site along MacArthur Drive. In
addition, locating the main processing areas in the bottom of the abandoned
gravel pit will reduce noise exposure outside the site boundaries.
Mobile equipment has mufflers to minimize noise impacts. Inert processing
equipment used at the facility meets OSHA standards for noise and safety. Ear
protection devices are worn by all employees subject to excessive noise levels in
the facility.
Non-Salvageable Items [14 CCR 17408.4]
Drugs, cosmetics, foods, beverages, hazardous wastes, poisons, medical
wastes, syringes, needles, pesticides, and other materials capable of causing
public health or safety problems will not be salvaged at this facility.
Nuisance Control [14 CCR 17408.5]
Tracy MRF & TS accepts responsibility for minimizing potential nuisances
resulting from the facility operations and will be diligent in its compliance with all
provisions regarding nuisance control required by its land use entitlements and
other documents applicable to facility operations.
Maintenance Program [14 CCR 17408.6]
A preventative maintenance program is followed to provide for the timely
identification and correction of equipment and facility problems. The preventative
maintenance program includes daily cleaning of refuse and litter from the facility
equipment and the processing areas. A daily site walk is conducted by facility
personnel to identify areas of the site and buildings in need of cleaning or repair.
® Regular maintenance of vehicles and equipment, including frequent capacity
checks and changes of oil and other fluids, tire maintenance, and minor
equipment breakdowns will be managed by Tracy MRF & TS personnel in a
19 170.18 CDI FacReport 05081313
