Analysis Background The site was historically a gravel mining operation from 1971 through 1975 and was excavated to 30-40 feet deep below MacArthur Drive.The site was reclaimed in 1986 and a Material Recovery Facility and Transfer Station was proposed for the site. On December 16, 1993,the Planning Commission certified Environmental Impact Report(EIR)No.93-1 and approved Use Permit application No.UP=93-4 establishing a sold waste processing,transfer;and wood waste composting facility.The facility was established due to the closure of the County-owned Corral Hollow Landfill and to accommodate projected growth in the south County area. On September 4, 1996 Site Approval application (SA-96-0038)for a tomato waste and tomato mud spreading operation was approved by the Community Development Department. On January 7,2008,the applicant submitted Use Permit application No. PA-0800005 to expand the existing facility and increase the capacity of the facility from 1,000 TPD of solid waste and recycling services to 2,500 TPD and other associated waste handling activities. On June 2,2009 the project was put on hold at the request of the applicant due to the decline in the economy. On May 13,2010 the project proponent contacted the Community Development Department and requested to reinitiate the proposed expansion project. The project site consists of 51.7 acres of which 8.4 acres are permitted for composting, 15.4 acres for a transfer station, 15.4 for a material recovery facility,and 12.5 acres for land application of tomato waste.The overall facility accepts an average of 1,000 tons per day(TPD)of primarily residential and yard waste,light commercial waste, brush and construction debris.All permitted and approved uses take place within the previously excavated area. The existing facility receives only non-hazardous municipal solid waste and recyclables delivered by affiliated collection companies and self haul customers.This includes municipal solid waste generated by residential and commercial sectors. In addition,source separated recyclable materials from curbside collection programs; commercial recycling programs,separate yard waste collection,or other programs are accepted at the facility. The surrounding land uses include gravel mining operations and agriculture lands. Gravel mining operations are located to the north and west of the project site. Corral Hollow Creek is also north of the project site and the Banta-Carbona Irrigation District canal runs along the western boundary of the site. The property to the south of the site is vacant agricultural land. Directly to the east across MacArthur Drive are agricultural row crops. Parking &Surfacing Development Title Table 9-1015.3(b)states the Use Type-Major Impact Services requires(two)2 parking spaces per 1,000 square feet of building, as a result, a minimum of 234 parking spaces would be required and seven(7)accessible spaces, one of which shall be van accessible.The applicant is proposing 85 truck parking spaces for the collection and transfer trucks and 45 additional employee/visitor parking spaces to the current 24 employee/visitor parking spaces for a total of 154 parking spaces and seven(7)accessible spaces, two(2)of which will be van accessible.
