i) Drainage from the site shall be retained on-site by a retention basin and meet the requirements of San Joaquin County Development Standards. Retention ponds shall be fenced with six(6)foot high chain link fence or equal when the maximum design depth is 18 inches or more. Required retention basin capacity shall be calculated by a registered civil engineer, licensed contractor or an architect prior to release of Building Permit. (Development Title Section 9-1135.9) j) A copy of the Final Site Plan shall be submitted prior to release of building permit. k) Applicant shall submit Permit Registration Documents(PRD's)to the State Water Resources Control Board (SWRCB) and subsequently submit the Waste Discharge Identification(WDID) Number to the Department of Public Works prior to issuance of any building permits. 3) ENVIRONMENTAL HEALTH(Staff Contact: Ted Tasiopoulos: (209)953-7698) a) Submit to the Environmental Health Department revised site plans showing the maximum number of employees and customers the sewage disposal system is being designed for. In addition, show on revised plans that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only, and it cannot contain any underground utility lines(San Joaquin County Development Title, Section 9- 1110.4(c)(5)). In addition, the revised site plan shall incorporate the 100%designed sewage disposal replacement area. b) If the existing septic system is determined to be inadequate for the proposed expansion,then construction of an individual sewage disposal system(s)under permit and inspection by the Environmental Health Department is required at the time of development(San Joaquin County Development Title, Section 9-1110.3&9-1110.4). The following comments refer specifically to Solid Waste Facility Permit#39- -00-24: c) The project description indicates that it is being submitted in the form of a Transfer Processing Report(TPR)format and includes a Report of Compost Site Information(RCSI)document.The two documents are being evaluated as a proposed project description only. The documents will require further review during the Solid Waste Facility Permit(SWFP)process. d) The project description indicates on Page ES-7 that the facility will operate 24 hours per day.The document does not include an analysis for impacts from noise and lighting. Provide an analysis of the impacts regarding noise and lighting. e) The project description proposes to increase hours of operation,vehicle traffic, tonnage and building size.The discussion regarding facility design is not adequate.The proposed increases in waste and traffic volumes are 2.5 and 3 times the existing approved volumes.The increase in floor space or building size is not quite 50 percent of the existing building.The EHD has concerns that the facility operating at full capacity would not be able to safely handle the waste. f) Vehicle traffic:the project description indicates that the facility is proposing to increase vehicle traffic from 560 vehicle trips to 1727 vehicle trips per day. The site is confined and the tipping area is small. g) Provide calculations that show the number of vehicles that can safely unload at each of the tipping areas onsite. h) Provide information showing traffic patterns.
