Facility Capacity Study <br /> Tracy Materia/Recovery Facility and Transfer Station Expansion <br /> 30703 S. Mac 9rthur Drive, Tracy, California 95377 <br /> Facility Capacity Study <br /> Project Overview <br /> This proposed project is the expansion of the Tracy Material Recovery Facility and <br /> Transfer Station (Tracy MRF & TS) which is owned and operated by Tracy Material <br /> Recovery & Solid Waste Transfer, Inc. of Tracy, California. The proposed expansion will <br /> enable the facility to meet the needs of AB 32, the California Global Warming Solutions Act <br /> of 2006, and better serve the long-term needs of the local community to provide improved <br /> landfill diversion opportunities and greenhouse gas reduction strategies, as well as <br /> providing the establishment of a regional hub that will enable the processing and transfer <br /> of recyclable materials with enhanced economies of scale and reduced environmental <br /> impacts. The purpose of the Facility Capacity Study is to demonstrate that Facility's design <br /> capacity can accommodate the proposed permitted capacity. <br /> The Tracy MRF & TS serves the City of Tracy and the Southern San Joaquin County <br /> area. Refuse and recyclables from the City of Tracy and the unincorporated County area <br /> are brought to the facility for sorting and processing. Recyclables are transported to <br /> vendors and residuals are transported to a disposal site. The facility has been <br /> instrumental in enabling Tracy and San Joaquin County to meet AB 939 goals, removing <br /> valuable recyclables from the waste stream and providing refuse transfer capability, thus <br /> reducing air quality impacts of diesel emissions. <br /> In addition to the transfer capability of the facility, a materials recovery and recycling <br /> program consisting of the removal from the waste stream of aluminum, glass, paper, <br /> metals, wood, inerts, cardboard, plastics and yard waste is conducted. Organic materials <br /> (consisting of yard waste, agricultural waste, and food waste) are managed at the onsite <br /> composting facility. Tracy Material Recovery & Solid Waste Transfer, Inc. vehicle <br /> maintenance and operations facilities are also housed at the facility. <br /> The expansion of the facility will include an increase in the overall incoming tonnage from <br /> the current 1,000 tons per day (TPD) to the proposed throughput capacity of 2,500 TPD. <br /> The majority of the increased design capacity is achieved through the addition of <br /> technologically-improved material recovery facility (MRF) equipment coupled with <br /> expanded MRF processing hours. Additionally, an expansion of the composting operations <br /> — while not increasing the throughput tonnage - will involve broadening the types of <br /> organics processed from yard waste to include pre- and post-consumer food waste. <br /> Increased tonnages of construction and demolition/inert debris (CDI) is also expected as a <br /> result of substantial projected area growth and the anticipated development of CDI <br /> ordinances — ordinances that mandate the recycling of CDI debris resulting from <br /> commercial and residential construction and demolition projects — that are prevalent on <br /> both a statewide and local basis. <br /> 1 <br />
