Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 5. MacArthur Drive, Tracy, California 95377 <br /> loading pit. Drains are in place at the end of each ramp to collect the storm water <br /> and pump it up to the storm water collection system. <br /> Liquids from the loading pit area will be managed as wastewater. The amount of <br /> liquid will be minimized due to the drainage controls at each end of the ramp and <br /> the covered loading bays where rain water will be directed away from the loading <br /> bay. Some liquids may be generated off the tipping pad even with the slightly <br /> concave design of the floor. The final design will allow the contact liquids from the <br /> loading pits to flow through a clarifier to remove solids, then to an on-site storage <br /> tank. The tank will be pumped as frequently as necessary to prevent overflow. <br /> Wastewater from the tank will be pumped and transported to an offsite sanitary <br /> sewer dump station or directly to a POTW in the local area. <br /> No storm water or free liquids will be disposed of in the proposed or existing septic <br /> system. Only toilets, sinks, and other office or locker room type facilities will be <br /> drained into the septic systems. <br /> Dust Control <br /> Incoming and outgoing traffic, as well as the transfer of materials, have the Dust in <br /> the trailer loading area of the MRF/TS building will be controlled using a misting <br /> system. Traffic areas of the site will be paved with concrete or asphalt concrete <br /> and thereby reduce the generation of dust. <br /> Manual watering of the Composting Facility and the C&D/Inert Processing Area is <br /> done to control dust. The watering is done using handheld hoses or by a <br /> dedicated water tender. As necessary, employees water the green material, wood <br /> waste, and C&D material as it is unloaded from collection trucks and reloaded into <br /> the transfer trucks. The water spray is mostly absorbed by the material. The <br /> material is not sprayed so much as to generate runoff from the debris piles. <br /> Odor Control <br /> Odor controls shall consist primarily of rapid waste removal. As discussed above, <br /> refuse shall be stored at the station for no more than 48 hours. Normal storage time <br /> anticipated at the station is no more than a few hours. Minimizing waste storage at <br /> the station combined with daily sweeping and periodic wash down of the tipping floor, <br /> to eliminate residue build-up, will eliminate the source of any potential odors. A <br /> Standard Operating Procedure (SOP) plan has been prepared. This SOP addresses <br /> the reduction of the generation and emission of odors from the facility. <br /> A misting system is installed within the MRF/TS building over the trailer loading <br /> area to minimize the potential of odor and dust problems. The misting system will <br /> be outfitted with the ability to convey an enzyme based odor neutralizer should <br /> odor become a seasonal problem during periods of extreme heat. <br /> 27 <br />
