Transfer/Processing Report <br /> Tracy Material Recovery and Transfer Facility <br /> 30703 5. MacArthur Drive, Tracy, California 95377 <br /> The facility has been equipped with adequate lighting, either through natural or <br /> artificial means, to ensure the ability to monitor incoming loads, effectiveness of <br /> operations, and public health, safety and the environment. <br /> The site has existing night lighting consisting of downward directed lights mounted <br /> on building exteriors or poles located in the adjacent operations areas. As <br /> proposed operations areas are developed, additional lighting needs will be <br /> assessed; any additional lighting installed will consist of downward directed lights <br /> mounted on building exteriors or poles located in those operations areas, <br /> consistent with the Conditions of Approval for the project. <br /> Mobile equipment such as loaders and trucks are all equipped with lights. <br /> Power Failure <br /> In the event of a major power outage, it is not necessary to cease waste transfer <br /> operations. Scales are equipped with battery packs for short-term emergency <br /> operations. Waste transfer operations can continue uninterrupted during daylight <br /> hours. Mobile light towers, such as those used during nighttime construction <br /> activities, may be rented from local rental companies to allow waste transfer during <br /> periods of darkness, if necessary. Mobile equipment used in the transfer and <br /> processing operations, and the waste collection trucks using the facility are <br /> AML <br /> equipped with lights for nighttime operation. <br /> A standby power generator may be rented from local rental companies for other <br /> onsite operations during an extended power loss, if necessary. <br /> Site Security <br /> The Facility has been designed to discourage unauthorized access by persons <br /> and vehicles through the use of perimeter fencing along S. MacArthur Drive. <br /> Currently, the site is fenced with a 6-foot chain link fence with locking gates around <br /> the frontage of the site. Along S. MacArthur Drive, the fence is slatted to screen <br /> views of the interior of the site. <br /> The site has existing night lighting, primarily for site security, consisting of <br /> downward directed lights mounted on building exteriors or poles located in the <br /> adjacent operations areas. <br /> Site Attendant <br /> The Facility is open to the general public. There will be a scale house attendant <br /> present during commercial receiving hours (from 4:00 a.m. to 6:00 p.m.), Monday <br /> through Saturday, when the facility is open. During operational hours, Monday <br /> through Sunday, there will either be the Owner, Operations Manager or a <br /> supervisor available. <br /> 38 <br />
