11 <br />Transfer/Processing Report <br />Tracy Materia/ Recovery and Transfer Facility <br />30703 S. MacArthur Drive, Tracy, California 95377 <br />Traffic Control <br />Primary routes of delivery to the site include: MacArthur Drive, Linne Road, Corral <br />Hollow Road, and Tracy Boulevard. Regional access to the facility is provided by <br />Highways 5 and 580. There are no schools, hospitals, or essential public facilities <br />between Linne Rd. and the site on South MacArthur Drive. Entrance gates are <br />closed and locked when the facility is not operating. <br />Trucks with full loads enter the site from South MacArthur Drive and proceed to <br />the truck scale(s) alongside the scale house. After being weighed, trucks hauling <br />commercial and residential recyclables are directed to the Material Recovery <br />Facility tipping area where a spotter backs them in to dump their materials. Trucks <br />carrying municipal solid wastes are directed to the Transfer Station tipping area <br />where a spotter directs them to dump their wastes. Transfer trucks hauling solid <br />waste to be transferred off-site enter under the loading bays (located at the <br />southeast corner of the MRF/TS building) via a ramp beginning at the west side of <br />the site and proceeding along the south side of the building. The trucks then exit <br />from the loading bay via a ramp located to the east of the MRF/TS building and <br />directly onto the main access road, proceeding across the outbound scale(s) and <br />exiting onto South Macarthur Drive through the main gate. <br />Trucks carrying solid waste will be weighed and tipped onto the floor of the <br />Transfer Station by commercial vehicles and self -haul vehicles. There will be <br />signage and a spotter within the Transfer Station to direct traffic safely. Limited <br />manual floor sorting will occur pulling out bulky wood and loads of cardboard. <br />Wheel loaders operating in the building push the municipal solid waste into waiting <br />transfer trailer in the loading bay below on the west side of the building. <br />Trucks carrying green material, construction and demolition wastes, and inert <br />debris are weighed at the truck scale(s) shown on the site plan. The green <br />material is directed to the Compost Facility Tipping Pad to dump the load, and the <br />C&D wastes and inert debris are directed to the C&D.Operations Area and Inert <br />Operations Area, respectively, to dump their wastes - <br />Visual Screening <br />The driveway and entrance areas to the facility are the only ground level areas <br />visible to passersby. A daily (at minimum) site walk by facility personnel focuses <br />on ensuring that the entry and driveway are free of debris and a clean appearance <br />maintained. <br />39 <br />
