Menke <br />FMOTO�F_ �� <br />This inspection was made in response to a complaint which indicated that there <br />were fly and odor nuisance problems and the potential for off-site manure discharges <br />at the facility. I contacted the operator, Mr. Manuel Arevalo, and inspected the <br />r <br />poultry manure handling areas. I observed that manure is spread on a hill west <br />of the poultry housing. Rainfall runoff from this hill would flow west into a <br />drain course tributary to Paddy Creek. There was no runoff at the time of my <br />inspection, but there was evidence of past flows to the drain.course and ponded <br />water in the drain course downgradient from the facility -had a high electrical con- <br />ductivity (1900 micromhos) and the odor of poultry manure. The manure on the hill <br />was not spread thin, but I did not note an, problems during my inspection. <br />I also observed that one impoundment previously used for wintertime waste storage <br />was abandoned. Another impoundment was in use; the impoundment was full and there <br />were solids on the surface instead of a water "cap" to prevent odors and fly <br />breeding. <br />Mr. Arevalo told me that he had taken over operation of the facility in March 1984. - <br />He was aware of the potential for nuisances with the pre*sent condition of the waste <br />management system, and he said that he intended to make improvements. I gave him <br />a copy of the State's "Minimum Guidelines for Protection of Water Quality from <br />Animal Wastes" and informed him that his waste system improvements should be planned <br />so that future operation of the facility would be in compliance with the Guidelines. <br />I informed him that I would reinspect the site later in the year to reevaluate com- <br />pliance. <br />The site currently does not appear capable of being operated in compliance with <br />animal waste management guidelines.
