CENTRAL VA10 REGIONAL WATER QUALITY TROL BOARD
---------------------- I— ----------
LLH=2L!22!Lj
DISCHARGER: SCOTTS EGG RANCH 30 April 1984
LOCATION a COUNTY: 18401 N. Atkins Rd., Lockeford; San Joaquin County
CONTACT(S): Mr. Manuel Arevalo,
INSPECTION
D. 12 ,• •;t1
INSPECTED BY: John L. Menke
FMOTOF_
This inspection was made in response to a complaint which indicated that there
were fly and odor nuisance problems and the potential for off-site manure discharges
at the facility. I contacted the operator, Mr. Manuel Arevalo, and inspected the
r
poultry manure handling areas. I observed that manure is spread on a hill west
of the poultry housing. Rainfall runoff from this hill would flow west into a
drain course tributary to Paddy Creek. There was no runoff at the time of my
inspection, but there was evidence of past flows to the drain.course and ponded
water in the drain course downgradient from the facility -had a high electrical con-
ductivity (1900 micromhos) and the odor of poultry manure. The manure on the hill
was not spread thin, but I did not note an, problems during my inspection.
I also observed that one impoundment previously used for wintertime waste storage
was abandoned. Another impoundment was in use; the impoundment was full and there
were solids on the surface instead of a water "cap" to prevent odors and fly
breeding.
Mr. Arevalo told me that he had taken over operation of the facility in March 1984. -
He was aware of the potential for nuisances with the pre*sent condition of the waste
management system, and he said that he intended to make improvements. I gave him
a copy of the State's "Minimum Guidelines for Protection of Water Quality from
Animal Wastes" and informed him that his waste system improvements should be planned
so that future operation of the facility would be in compliance with the Guidelines.
I informed him that I would reinspect the site later in the year to reevaluate com-
pliance.
The site currently does not appear capable of being operated in compliance with
animal waste management guidelines. The new operator plans to make waste system
improvements.
WN-L.—MENKE, Land & Water Use Analyst
JLM:ljl
REVIEWED BY:
