P <br /> NEGATIVE DECLARATION <br /> 1. Project Description <br /> The City of Tracy has prepared a plan to dispose and reuse <br /> municipal sludge that is currently generated at the City of Tracy, <br /> California, wastewater Treatment Plant (WWTP) . Approximately <br /> 2,590 to 4,160 dry tons of municipal sludge are generated annually <br /> at the City's WWTP. The plan calls for the application of dried <br /> sludge on agricultural fields at rates permitting nutrients <br /> contained in the sludge to be utilized by the agricultural crops. <br /> Land application of municipal sludge would constitute a soil <br /> amendment and reduce the need for additional fertilizers required <br /> for crop production. Land application of municipal sludge would <br /> also avoid the need to dispose of the sludge in a sanitary <br /> landfill or other disposal site. <br /> 2 Project Location <br /> The plan proposes to transport the dried sludge from the existing <br /> WWTP drying beds to a land application site located on lands <br /> surrounding the New Jerusalem Airport. Lands owned by the City of <br /> Tracy total 300 acres . These lands are leased by the City to K & <br /> L Farms, managers of agricultural production on these lands as <br /> well as the surrounding 1,700 acres . <br /> 3. Findings of No Significant Impact <br /> The Planning Commission has determined that the project described <br /> above will not have a significant effect on the environment <br /> because any potential impacts will be mitigated to a level of <br /> insignificance by conformance with the City's development <br /> standards., including, but not -limited to the Standard Plans, the <br /> Storm Drainage Master Plan, the General Plan, and the Tracy <br /> Municipal Code. <br />
