Center St. <br /> Manteca, CA 95337 <br /> NOTICE <br /> TENTATIVE REVISED MONITORING AND REPORTING PROGRAM <br /> FOR <br /> CITY OF MANTECA AND CITY OF LAT OP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> The City of Manteca and the City of Lathrop have requested that their existing NPDES Monitoring and <br /> Reporting Program No. 97-115 be revised to reflect a change in effluent acute toxicity testing protocol <br /> presently allowed under EPA guidelines but not incorporated in their permit update in June 1997. The <br /> City of Manteca and the City of Lathrop (hereafter Dischargers) were issued a Cease and Desist Order <br /> No. 98-169 by the Regional Board, on 24 July 1998, due to violations of the 96 hour effluent bioassay <br /> requirement. To aid them in correcting the bioassay violations,the Dischargers have requested the <br /> bioassay testing procedures include EPA approved test species juvenile rainbow trout(15 to 30 days <br /> old) in addition to their current permitted test species of fathead minnows/golden shiners in the larvae <br /> stage (0 to 14 days old). <br /> The City of Manteca and the City of Lathrop have modified the operation of the wastewater treatment <br /> plant to reduce toxic ammonia levels in their effluent. The use of rainbow trout as a test species has <br /> been shown to reduce their occurrence of bioassay violations without posing a threat to the receiving <br /> waters (San Joaquin River). <br /> We are reopening the existing NPDES Monitoring and Reporting Program No. 97-115 to consider <br /> changes to the effluent monitoring program. The only proposed change to the program and the only <br /> items we will consider comments on is listed under "Effluent Monitoring(When discharging to surface <br /> waters)under Constituents, Bioassay ' (96-hr. static), footnote 1 at the middle of page 2 of the Order <br /> which states: <br /> ' Test procedures to follow the latest version of EPA/600/4-90/027, using fathead <br /> rj.,tie., shiners <br /> The proposed change is to strikeout naming of the test species and allow the EPA method to stand on <br /> its own. <br /> California Environmental Protection Agency <br /> 0 Recycled Paper <br />
