WASTE DISCHARGE REQUIREMzNTS I 1 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> 10. In Order to comply with Effluent Limitations B.2 and B.5, the Discharger shall submit <br /> 120 days in advance of the upgraded plant start-up, a technical report for the <br /> maximization of land disposal of wastewater at agronomic rates, which specifies: <br /> a. Crop types to be used and their associated water and nutrient uptake rates; <br /> b. Seasonal wastewater and sludge application raids based on hydraulic capacity <br /> (based on a monthly water balance), BOD removal capacity, nutrient uptake rates, <br /> and heavy metal accumulated rates; and <br /> c. Application and runoff control techniques. <br /> 11. If future studies indicate that additional nitrogen removal is necessary to protect water <br /> quality, the Board may revise and modify this Order to include more stringent nitrogen <br /> limitations. <br /> 12. The Discharger shall comply with the attached Monitoring and Reporting Program No. <br /> 97-115 as ordered by the Executive Officer. <br /> 13. The Discharger shall provide adequate notice to the Regional Board of: <br /> a. Any new introduction of pollutants into the POTW from an indirect discharger that <br /> would be subject to Sections 301 or 306 of the Clean Water Act if it were directly <br /> discharging those pollutants. <br /> b. Any substantial change in the volume or character of pollutants being introduced <br /> into that POTW by a source introducing pollutafiiiinto the POTW at the time of <br /> issuance of the permit. <br /> 14. This Order expires on 1 June 2002 and the Discharger must file a Report of Waste <br /> Discharge in accordance with Title 23, California Code of Regulations, not later than <br /> 180 days in advance of such date as applications for issuance of new waste discharge <br /> requirements. <br /> 15. The Discharger shall provide certified wastewater treatment plant operators in5 <br /> accordance with regulations adopted by the State Water Resources Control Board. <br /> 16. In the event of any change in control or ownership of land or waste discharge facilities <br /> presently owned or controlled by the Discharger, the Discharger shall notify the <br /> succeeding owner or operator of the existence of this Order by letter, a copy of which <br /> shall be forwarded to this office. <br /> 17. The Board will review this Order periodically and may revise requirements whenever <br /> necessary. <br />
