APPLICATION FOR ANNUAL EXEMPT DISPOSAL AREA PERMIT <br /> FOR APPLICATION OF WASTE ASH OR SLUDGE TO LAND <br /> A. <br /> 1 . Attached Exhibit A shows the City owned farmland used for <br /> application of sludge as a soil amendment. The net <br /> acreage available for application is 210 acres. The total <br /> size of the property is 243 acres. <br /> 2 . Attached Exhibit B shows the land adjacent to the City' s <br /> property boundary . All of the residential dwellings are <br /> served by private wells. There are no lakes, reservoirs <br /> or streams within the general vicinity of the site. The <br /> South San Joaquin Irrigation District' s French Camp <br /> Outlet Canal traverses the property eventually draining <br /> into the French Camp Slough to the north. <br /> B. <br /> 1 . Duration of Disposal - Generally between September and <br /> November annually. Spreading operations last <br /> approximately one week. <br /> 2. Site Operation Hours and Days - Approximate hours are <br /> 8 a.m. to 5 p.m. Monday through Friday. The plant is <br /> manned 24 hours per day seven days a week. <br /> 3. Type of Disposal Site Security - Hwy 120 along a portion <br /> of the south boundary, Union Pacific Railroad along the <br /> northwest, Yosemite Avenue along the north, the remainder <br /> is fenced. <br /> 4 . Type of Sludge to be Applied at the Proposed Site: <br /> Anaerobically digested, sun dried, wastewater biosolids . <br /> 5 . Total Quantity: Approximate equivalent in tons/day = 1 . 9 <br /> Approximate equivalent in tons/acre = 3 . 3 <br /> Quantities are based on production estimates of 685 <br /> tons/year spread over 210 acres . <br /> 6 . Work Plan for Applying Sludge to Land: Anaerobically <br /> digested wastewater biosolids are solar dried and <br /> composted to greater than 50% solids. Biosolids are <br /> stockpiled on an asphalt area until Fall of each year. <br /> Prior to the first Fall rains, the solids are spread on <br /> City owned agricultural fields by commercial manure <br /> spreaders. This operation has historically taken from one <br /> to three days. Application is made to approximately 20 or <br /> 30 acres per year. <br /> 7 . Depth to Ground Water and Soil Types on Site: Ground <br /> water depth ranges between 4 and 6 feet. The soil is <br /> primarily Tujunga loamy coarse sand (Per USDA Soil <br /> Conservation Service, Nov. 9 , 1973) . <br />
