t
NiECA C .
a
ante a
v s
F MAII
kllry
•.® `` '" ; PUBLIC WORKS DEPARTMENT
If rwr1 WASTEWATER QUALITY CONTROL FACILITY
DATE: OCTOBER 17, 2003
TO: MICHAEL KUMMER
ENVIRONMENTAL SCIENTIST
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD-
CENTRAL VALLEY REGION
FROM: WARREN SHANNON
WASTEWATER SYS E SUPERINTENDENT
SUBJECT: REPORT OF OFFSITE EFFLUENT DISCHARGE
Confirming our conversation of October 14, 2003, City staff identified 2 leaks in the levees surrounding
the City's agricultural irrigation fields (see attached map). Small washouts in the levee indicated that
undisinfected effluent had traveled through a gopher hole in the levee and entered the South San Joaquin
Irrigation District (SSJID) drain that traverses the property. The leaks probably occurred on October 13,
2003. The exact time and volume of the discharge is not known, however based on the size of the
washouts, we estimate that the total volume of the discharge is less than 10,000 gallons. In addition to
the Regional Board, on October 14 we also notified the State Warning Center, SSJID, San Joaquin
County Environmental Health, and the California State DHS office in Stockton.
We took three water samples from the SSJID drain on October 16. The samples will be analyzed for
fecal coliform to see if any environmental impacts are evident from the release. We will provide the
results of the analyses to you as soon as they are available. In the future we will sample the ditch as
soon as possible upon discovery of a release.
To prevent future releases, irrigation runs will be carefully monitored, and the status of the levee will be
regularly checked. We are also continuing to disk the field edges to destroy as many gopher tunnels as
possible.
Please call if you have any questions.
Thank you.
c: Phil Govea
Senior Engineer
Mike Gilton
South San Joaquin Irrigation District
Donna Heran
San Joaquin County Environmental Health
1001 W.
