.a <br /> 9 <br /> CITY OF MANTECA -2- 4 January 1994 <br /> LAND SPREADING OPERATIONS <br /> this inspection the regional board staff has not yet assigned the locations for the storm water <br /> runoff/irrigation monitoring points, R-1 and R-2 for the sludge spreading operations. The WDRs <br /> Monitoring and Reporting Program indicate that R-1 is a point in the irrigation return recycling system. <br /> My interpretation of R-1 monitoring point will be the discharge side of the agricultural water return <br /> pumps used during the growing season. R-2 would be most down gradient point in the San Joaquin <br /> Irrigation District Drainage Ditch/Canal prior to leaving Manteca's fields. Should constituents be <br /> detected above water quality objectives at R-2, then additional analyses will have to be performed <br /> upgradient in the drainage canal to determine whether or not Manteca's fields are the source. <br /> INSPECTION SUMMARY: <br /> No apparent violations of the WDRs were seen at the time of my inspection. However, the City of <br /> Manteca must demonstrate that the increased sludge loading and change in the crop grown, will not <br /> result in the agronomic use of the available nitrogen from being exceeded on the field; both by the <br /> sludge alone and then when the effluent is applied to it. It appears monitoring of the San Joaquin <br /> County Irrigation Drainage Canal has not yet occurred in accordance with the WDRs and must begin <br /> immediately. Monitoring points R-1 and R-2 had not yet been defined for the sludge application <br /> operations.
