r r CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION MONITORING AND REPORTING PROGRAM NO. 92-052 FOR CITY OF MANTECA SLUDGE APPLICATION TO LAND SAN JOAQUIN COUNTY PRE-APPLICATION REPORT A pre-application report shall be submitted prior to each yearly application of sludge. This report shall include, but be not limited to, the following: 1. A sampling and analysis plan shall be submitted as part of the pre- application report detailing sampling locations, sample methods, and analytical procedures to be used to assure compliance with this Order. The sampling and analysis plan shall be approved by the Board staff. 2. The pre-application report shall also include proposed loading rates for sludge and wastewater to each field based on agronomic and metal loading criteria, including justification and calculations. Delineation of the sources of each of the nutrient and metals loading (sludge, wastewater, fertilizer) . 3. A representative composite sample of background soil for each field shall be analyzed for pH, cation exchange capacity (CEC) and tested for soluble metals (cadmium, copper, lead, nickel , and zinc, all in mg/1) using the Waste Extraction Test (WET) described in the California Code of Regulations (CCR) Title 22, Division 4, Chapter 30 using distilled water to extract. The soil samples shall be collected prior to sludge application on the field. The previous year's post-application sampling may be used for the following year's pre-application concentrations. 4. Sludge characteristics including: percent nitrogen, percent solids, pH, soluble metals (cadmium, copper, lead, nickel , and zinc, all in mg/1 ) using the Waste Extraction Test (WET) described in CCR Title 22, Division 4, Chapter 30 using distilled water to extract, and results of monitoring indicating whether the sludge meets the standards for a process to significantly reduce pathogens per 40 CFR 257, Appendix II. A representative sample of the sludge shall also be analyzed annually for PCBs by EPA Method 8080 and reported as mg/kg on a wet weight basis. 5. Field characterization, including proposed crop type(s) and field number(s) . Field number(s) shall correspond to those designations found in Attachment B. 6. Verification of classification of sludge as nonhazardous per 22 CCR, Article 11, Criteria for Identification of Hazardous and Extremely Hazardous Wastes (California Assessment Manual procedures) .
