INFORMATION SHEET <br /> CITY OF MANTECA <br /> SLUDGE APPLICATION TO LAND <br /> SAN JOAQUIN COUNTY <br /> The City of Manteca utilizes wastewater treatment plant sludge from its wastewater <br /> treatment plant as a soil amendment on lands owned by the City of Manteca. These <br /> lands are farmed by Mr. Anthony K. Dutra, who leases the City's property. Surface <br /> water drainage is to the San Joaquin River. <br /> Air-dried, anaerobically digested sludge with greater than 50 percent solids will be <br /> applied once per year, or less, to approximately 210 acres of farmland owned by the <br /> City of Manteca and leased to Mr. Dutra. It has been estimated that the sludge will <br /> be applied at rates up to 3.3 tons per acre per year to most of the 210 acres. <br /> Loading rates are established based on crop utilization and limits imposed by annual <br /> and/or cumulative metal loading criteria. Wastewater effluent form the City's <br /> treatment plant is also discharged to the farmland during the summer months. The <br /> pollutants in the effluent are accounted for in determining appropriate loading <br /> rates. To protect ground water, the sludge/soil mixture will not be allowed to <br /> exceed maximum soluble metal concentrations. Crops may include oats, beans, sugar <br /> beets, corn, green tomatoes, freezer peas, onions and garlic for dehydration, and <br /> wheat. Prior to planting tomatoes and other similar crops, no sludge will be <br /> applied to those field for a minimum of three years prior to planting those crops. <br /> Sludge will be applied during a 6-week period in the fall and incorporated into the <br /> soils within 48-hours. No storage of sludge on-site is currently allowed. <br /> The City of Manteca has submitted a Sludge Management Plan that meets the <br /> regulations and guidelines found in 40 CFR 257, "Criteria for Classification of <br /> Solid Waste Disposal Facilities and Practices", U.S. Environmental Protection Agency <br /> (EPA), September 1987, and the Manual of Good Practices for Lanspreading of Sewage <br /> Sludge, Department of Health Services, Sanitary Engineering Branch, 1983. <br /> The City of Manteca Wastewater Treatment Plant is regulated by Waste Discharge <br /> Requirements Order No. 91-110, NPDES permit No. CA0081558. The City of Manteca is <br /> in the process of developing an EPA approved pretreatment program. The sludge is <br /> required to be evaluated and classified. The sludge generated by the City of <br /> Manteca is a non-hazardous decomposable waste applied as a soil amendment pursuant <br /> to best management practices and, as such, is exempt from the requirements of Title <br /> 23, California Code of Regulations (CCR), Section 2510, et seq. , (Chapter 15) per <br /> Section 2511(f) . <br /> These requirements prohibit the application of hazardous or designated classes of <br /> sludge. Hazardous classification criteria is based on the requirements of 22 CCR, <br /> Article 11, Criteria for Identification of Hazardous and Extremely Hazardous Wastes. <br /> Designated levels are found in the Manual of Good Practices for Lanspreading of <br /> Sewage Sludge, delineated above. <br /> 02/10/92:AMM <br />
