WASTE DISCHARGE REQUTREMtNTS 4 <br /> CITY OF MANTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUIN COUNTY <br /> IT IS HEREBY ORDERED that Order No. 91-110 is rescinded and the City of Manteca and City of <br /> Lathrop, its agents, successors and assigns, in order to meet the provisions contained in Division 7 of the <br /> California Water Code and regulations adopted thereunder, and the provisions of the Clean Water Act and <br /> regulations and guidelines adopted thereunder, shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. Discharge of treated wastewater at a location or in a manner different from that described in <br /> Finding No. A-2 is prohibited. <br /> 2. The by-pass or overflow of wastes to surface waters is prohibited, except as allowed by Standard <br /> Provision A-13. <br /> B. Effluent Limitations: (Discharge to land): <br /> C:' <br /> 1. The City of Manteca proposes to continue the use of wastewater irrigation for Fodder, Fiber, and <br /> Seed Crops. Title 22, Division 4, California Code of Regulations, Section 60309 requires a level <br /> of wastewater quality applied for non-food crops to be no less than that of primary effluent. <br /> If, in the future, the City chooses to irrigate food crops with wastewater, a higher level of <br /> treatment will be necessary as outlined in Title 22. <br /> 2. The Discharger shall maximize disposal of effluent to land at agronomic rates at all times. <br /> 3. The dissolved oxygen content of holding ponds shall not fall b6low 1.0 mg/l. <br /> 4. Wastes discharged to land shall not cause degradation of any waters of the state. <br /> 5. At all times, the discharge shall be kept within the designated disposal area, shown on <br /> Attachment A. Additional areas for land disposal may be acquired by the City in the future. As <br /> these areas become available for disposal they will be added to the desismated disposal area. <br /> C. Effluent Limitations (Discharge to the San Joaquin River) <br /> 1. The discharge of an effluent containinz constituents in excess of the following Emits is prohibited: <br />
