0 <br /> WASTE DISCHARGE REQUIREMENTS 6 <br /> CITY OF NtkNTECA AND CITY OF LATHROP <br /> WASTEWATER QUALITY CONTROL FACILITY <br /> SAN JOAQUINCOUNTY <br /> 2. The Sludge Management Plan shall deal with collected screening, sludges, and other Solids <br /> removed from liquid wastes and these wastes shall be disposed of in a manner that is <br /> consistent with Title 23, Division 3, Chapter IS of the California Code of Regulations <br /> (CCR). The plan shall include information regarding annual sludge production and percent <br /> solids, a description of sludge treatment processes, and a description of disposal methods. <br /> 3. Use and disposal an <br /> of sewage sludge shall comply with 6�dsting Federal and State laws d <br /> regulations, and the Clean Water Act (CWA) Section 405(d)technical standards when <br /> promulgated. <br /> 4. The sludge reused for agricultural land application as described in Finding 4, shall not <br /> exceed crop utilization rates, or rates which cause specific constituents to exceed single, <br /> annual, or lifetime application limits based on: <br /> a. 40 CFR 5031, Standards for the Use or Disposal of Sewage Sludge; <br /> b. Department of Health Services, California Manual of Good Practice for <br /> Lwu6preading of Sewage Sludge; <br /> C.. Nitrogen demand of the crop; and <br /> d. Phytotoxicity. <br /> of the vegetation, or at <br /> of the nitrogen requirements <br /> 5. Application of sludge at rates in excess is prohibited. <br /> rates that would cause the excess nitrogen or metals to leach to groundwater, <br /> 6. To protect ground water(to prevent metals from leachiii=&'to groundwater),the application <br /> of sludge shall not cause the sludge/soil mixture to exceed the following soluble levels <br /> (mg/1):when extracted with distilled water using on Test (WET) <br /> ,the Waste Extraction - <br /> described in the California Code of Regulations (CCR), Title 22, Division 4, Chapter 30: <br /> r-'N-ot to be <br /> Metal Limitation (mal <br /> Cadmium 0.1 <br /> Copper 20.0 <br /> Lead 0.5 <br /> Nick-el 0.134 <br /> Zinc 200.0 <br />
