The Board does not have jurisdiction over <br /> recycling but it does have a regulatory definition to help determine if an '`a ee? <br /> activity is "recycling" or if it is an activity that requires a permit from <br /> us. It's referred to as the 2-part test. The debris m o f <br /> source-separated and it must not have more tha 10% contaminati n. From <br /> what I understand from Robert McClellan, what you were p a g a ong the <br /> stream would not pass the 2-part test because it included significant <br /> amounts of trash (over 10%). <br /> You might consider processing this debris so that it has minimal r <br /> contamination and could be used as aggregate or rip-rap. With over 10% f <br /> contamination it is simply "solid waste".
