t0 ►0#"&$
Subj: RE: concrete and dirt recycling
Date: 7/28/1999 3:21:56 PM Pacific Daylight Time
m: mkiesse@CIWMB.ca.gov(Kiesse, M. Marcia)
RECLAMAN@aol.com ('RECLAMAN@aol.com)
Hello, Robert. Yes, I did finally speak with the LEA about your question idBd
but I haven't had a chance to call you yet (the July Board meeting was
yesterday). The CIWMB hasn't adopted any C&D regulations yet but there is a /
portion of existing regulations that pertains to recycling which will be h
included in the C&D regs. The Board does not have jurisdiction over
recycling but it does have a regulatory definition to help determine if an '`a ee?
activity is "recycling" or if it is an activity that requires a permit from
us. It's referred to as the 2-part test. The debris m o f
source-separated and it must not have more tha 10% contaminati n. From
what I understand from Robert McClellan, what you were p a g a ong the
stream would not pass the 2-part test because it included significant
amounts of trash (over 10%).
You might consider processing this debris so that it has minimal r
contamination and could be used as aggregate or rip-rap. With over 10% f
contamination it is simply "solid waste". Our web site has information on ,
recycling C&D debris and we have a whole division devoted to Waste
Prevention & Market Development. Please contact me again if you have e
further questions.
a ,az
Sincerely, 1
01rcia Kiesse
6)255-3880/ FAX(916)255-4071
Permitting & Enforcement Division /I
--Original Message—
From: RECLAMAN@aol.com [mailto:RECLAMAN@aol.com]
Sent: Tuesday, July 27, 1999 6:57 PM
To: Kiesse, M.
