PHS-EHD is concerned that this facility will be
used as a solid waste disposal site rather than as a soil amendment site. Please
provide a soil benefit analysis report addressing the benefit of adding of the 4% sugar
solution to the soil. PHS-EHD cannot issue an approval until this Department concurs
with the above mentioned report.
If you have any questions, please contact Ed Padilla, Senior Registered Environmental
Health Specialist, at (209) 468-3458.
Ernest M.
