I Facility Security <br /> Describe provisions for an adequate perimeter barrier designed to discourage un- <br /> authorized entry. If water or topography create natural barriers, an artificial bar- <br /> rier is not required. <br /> The entire perimeter of the site is fenced, including the South Fork easement to prevent <br /> unauthorized access. Signs prohibiting unauthorized access have been posted on the fence <br /> along the levee adjacent to the South Fork and Austin Road at approximately 300-foot <br /> intervals. All three site entrances have gates that are locked when the site is not in oper- <br /> ation. Access through the landfill and RRF entrances is controlled by the office trailer <br /> attendants. The eastern side of the site (Austin Road) is landscaped with trees and the RRF <br /> has a 5-foot-high earthen berm on the southern and eastern sides to limit the site visibility <br /> from the road. The equipment maintenance area and storage yard at the landfill is fenced <br /> and is locked when the site is closed. In addition, the site has night security when the site <br /> is closed. <br /> 4e Roads <br /> Describe construction and procedures for ensuring that roads and driveways are <br /> constructed of reasonably smooth surfaces designed to minimize the generation of <br /> dust and the tracking of material onto adjacent paved public roads. Also describe <br /> how roads and driveways will be constructed to withstand regular and thorough <br /> icleaning and be able to provide reasonable all-weather access to the facility. <br /> The main entrances to the landfill and RRF and the main internal road at the landfill are <br /> paved. Other roads used at the site are either gravel (if they will be used often or in the <br /> near future) or dirt. Onsite roads are constructed as needed. These onsite roads will be <br /> constructed with onsite soils, crushed asphalt or aggregate, or both. The roads are main- <br /> tained by site personnel. Since the roads and entrance facilities area are not paved, there is <br /> no thorough cleaning. Litter is raked/picked up. Dirt tracked onto Austin Road by vehi- <br /> cles entering and leaving the site is cleaned up by Forward personnel. The site is graded <br /> to provide all-weather access. <br /> 5. Visual Screening <br /> Describe how the facility will be maintained to provide an aesthetically acceptable <br /> appearance as approved by the LEA and the local land use Authority. <br /> The southern and eastern (Austin Road) sides of the site have a 5-foot-high earthen berm to <br /> limit the site visibility from the road.
