Administration. The following persons are responsible or available for onsite solid waste <br /> management and disposal operations at the Forward Landfill: <br /> • President of Forward. <br /> • Vice President, an officer of the company with overall control of site opera- <br /> tions and management. <br /> • Environmental Compliance Officer, project manager for Forward. The pri- <br /> mary contact and responsible for work efforts of the various engineering, geo- <br /> technical, environmental, and legal consultants; site compliance and permitting <br /> of the site; and co-managing landfill RRF, and composting activities. <br /> • Environmental Compliance Scientist, responsible for daily inspection of the <br /> landfill and waste treatment. Assists the Environmental Compliance Officer. <br /> • Site Manager, responsible for managing site operations of the landfill, site <br /> employees, -and for co-managing landfill activities. <br /> • RRF Operations Manager, responsible for managing all activities at the RRF. <br /> Resumes of Forward Management employees are presented in Appendix 3. <br /> Other Forward RRF Personnel. Personnel assigned to operate the site are trained in <br /> subjects pertinent to the site operation and maintenance, with emphasis on safety, health <br /> and environmental controls, and emergency procedures. The operations staff includes: <br /> • Equipment Operators and General Laborers 3 positions <br /> • Administrative and Office Personnel 2 positions <br /> The assignments and responsibilities of these personnel are described below: <br /> Equipment Operators and General Laborers. The equipment operators operate a variety <br /> of equipment including loaders, forklift, water trucks, and conveyors. The equipment <br /> operators spread the incoming waste loads out on the tipping floor, perform load checks, <br /> keep records of the quantity of material recovered, and perform general maintenance <br /> around the site and with equipment. The general laborers manually sort the incoming <br /> waste loads, segregate and handle (i.e., bale) the sorted materials, operate the wood <br /> grinder, and perform assigned maintenance duties around the RRF building and storage <br /> areas. <br /> Administrative and Office Personnel. The administrative and office personnel check the <br /> hauler's waste manifests, keep records of incoming haulers, and the volume of material <br /> recovered, perform communications tasks, and maintain the office. <br /> w&10029B5C.wp5/55 <br /> 9/29/94 55 <br />
