0 0 <br /> Reguest for Action <br /> To: <br /> From: <br /> Request Date: <br /> Decision Subject: Inspection Frequency Reduction for the Martin Dairy,San Joaquin County SWIS <br /> No.39-AA-0048 <br /> Action By: <br /> This request was developed in response to the San Joaquin's County Local Enforcement Agency's(LEA) <br /> request in a letter dated (Attached)for the Department of Resources Recycling and Recovery's <br /> (Department)concurrence on a reduction in inspection frequency for the Martin Dairy,San Joaquin <br /> County,SWIS No.39-AA-0048,pursuant to CCR Title 14,Section 18083(a). The LEA has requested to <br /> change the inspection frequency from the required quarterly to one inspection each year during the time <br /> the site is used. <br /> Background Information: <br /> The site was exempted from the requirements of a solid waste permit by the LEA on pursuant to <br /> Title 27,Section 21565 Cannery wastes are seasonally disposed at the site. <br /> The operator has agreed to contact the LEA before the first load of waste is received for disposal at the <br /> site each year. The LEA will conduct at least one inspection during the time the site is being used each <br /> year An inspection report will be developed for the and acopy provided to CalRecycle with 30 days of <br /> the inspection date. <br /> CCR Title 14,Section 18083(a)(4)(A),;states that the Department may approve an alternate inspection <br /> frequency for exempt sites if such an action will not result in adverse impact on public health and safety <br /> and the environment.There have been no violations noted by the LEA since activities began in 2004-____--- Comment[mark 1/1811:Add in a <br /> description of site design and or <br /> operations that demonstrate that there is <br /> little possibility of the site causing <br /> Recommendation: adverse impacts. <br /> Staff recommends approval of the change to the site inspection frequency requested by the LEA. <br /> Branch Chief Action: <br /> On the basis of the information and analysis in this Request for Action,I approve the change in inspection <br /> frequency for the Martin Dairy Facility SWIS No.39-AA-0048 to annually as requested by the LEA. <br /> Dated: <br /> Mark de Bie,Chief <br /> Permitting and Assistance Branch <br /> Permits and Certification Division <br /> CalRecycle <br /> Page 1 of 1 <br />
