REGIONAL WATER QUALITY CONTROL BOARD(Staff Contact: Ross Atkinson,916-255-3000) <br /> a. 1 (A.3) <br /> Proposed as Part of the Project: <br /> Existing measures to discourage birds from the landfill will be continued. Surface area of <br /> ponds will be limited to the extent feasible. <br /> b. 44(F.1) <br /> Proposed as Part of the Project: <br /> As part of the design plans for the proposed landfill,Forward Landfill completed calculations <br /> of the 9000-year peak discharges. The hydraulic and drainage study was used to design <br /> appropriate drainage controls. Drainage controls were designed to prevent contact between <br /> surface water and refuse. Site run-on and run-off control facilities consist of drains and <br /> perimeter ditches that channel surface water to lined holding and evaporation ponds on the <br /> site. The surface-water collection drain system will be designed to divert the water to the <br /> storm water collection basin in the southwest comer of the curren#Austin Road Landfill,at <br /> times when enough surface water accumulates to have discharged into the collection basin. <br /> • Ali waste at the proposed Forward Landfill will be separated from the north and south <br /> branches of Littlejohns Creek by a levee system or other acceptable method designed to <br /> protect the site from a 9 00-year flood event. <br /> The project Includes channel reconfiguration and localized flood protection berms to Isolate <br /> the landfill surfaces from floodwaters. <br /> The project design also includes provision of replacement floodplain area and storage volume <br /> in an easement along the relocated North Branch of the South Fork of South tlttlejohns <br /> Creek. <br /> The channel and floodplain storage easement are designed to accommodate the 900-year, <br /> 24-hour storm. The design also includes a three-foot freeboard. <br /> c. 46 (F.2) <br /> Proposed as Part of the Project: <br /> The JTD articulates the programs of drainage control structures and monitoring to inhibit <br /> erosion and sedimentation. Proposed structural controls include the drainage control system <br /> and daily cover. Operational controls Include maintenance of the drainage system.by <br /> keeping ditches clear of debris and excessive vegetation,and making needed repairs to <br /> drainage structures. Corrective measures will be Implemented if inspections show excessive <br /> erosion or damage to drainage channels. Eroded areas will be mitigated by removing loose <br /> debris followed by replacement,regrading,and compacting the area. Monitoring and <br /> protection against sediment from entering the lattlejohns stream channel will be implemented, <br /> including the diversion of part of Littlejohn Creek farther away from the landfilled area. <br /> In order to minimize sediment transport to the Littiejohns Creek,landfill slopes,ridgetops,and <br /> San Joaquin County UP-00-7,ER-00-21Forward, Inc. <br /> Community Development Page 14 <br />
