The <br /> discharge of wastewater to the Class II Surface Impoundments is regulated under Waste <br /> Discharge Requirements Order (WDRs) R5-2005-0024. Board staff's review of the Annual <br /> Report identified a violation of WDRs related to the leachate collection system and several other <br /> areas of concern, which are discussed in detail below. <br /> Surface Impoundment Testing <br /> Musco maintains two Class II Surface Impoundments that have a total surface area of about <br /> 13 acres. The capacity of Pond A is 38.5 acre-feet and Pond B is 32.3 acre feet. The <br /> impoundments have an upper or primary synthetic liner and a lower or secondary compacted <br /> clay liner. A leachate collection and removal system (LCRS) is between the two liners. The <br /> LCRS consists of a blanket of sand with perforated lateral drain pipes connected to perforated <br /> header pipes. Each header pipe is connected to a sump. Each impoundment has two sumps, <br /> one at each end the impoundment. <br /> Wastewater in the Class II Surface Impoundments is a brine with electrical conductivity (EC) <br /> typically between 40,000 and 90,000 pS/cm and total dissolved solids (TDS) between 40,000 <br /> and 150,000 mg/L. Musco discharged approximately 15,000,000 gallons of wastewater to the <br /> impoundments in 2011. <br /> Musco reported finding small amounts of wastewater on several occasions in the sumps of both <br /> impoundments between November 2010 and August 2011. A finding of wastewater in the <br /> sumps indicates to Board staff that the primary liners leak. However, Muse did not pursue the <br /> size and location of the leaks because of the small amount of wastewater found in the sumps. <br /> During the fourth quarter of 2011, Musco tested the LCRS in each impoundment and provided <br /> the test results in the Report. Although the WDRs require annual tests of the LCRS, this was the <br /> first time Musco performed the test since the impoundments were built in 1986 and 1991. <br /> KAf71.
