The NOV requested a workplan for well <br /> replacement and well installation by 15 June 2006. The request was based on our review of <br /> the Second Semester Semi-annual and 2005 Annual Detection Monitoring Reports. Staff <br /> reviewed the groundwater data from the point of compliance well W-2 (downgradient of Pond <br /> B) and background well MW-11 (upgradient of Pond B) and concluded the current shallow well <br /> monitoring system does not meet the requirements of Title 27, Section 20415 and 20420 or <br /> WDRs No. R5-2005-0024. Wells W-2 and MW-11 have experienced declining ground water <br /> levels over time and it is no longer possible to monitor first encountered ground water beneath <br /> the surface impoundments. The monitoring system cannot detect adequately a release from <br /> the surface impoundments to groundwater, which is a violation of the WDRs and Title 27. <br /> Therefore the 28 April 2006 NOV requested a workplan to update the monitoring system that <br /> required the following: <br /> 1. An evaluation of monitoring wells W-2 and MW-11 and a workplan for changes to make <br /> these wells viable groundwater sampling points. <br /> 2. A plan to install additional detection monitoring wells to upgrade the detection <br /> monitoring program for groundwater as required by Title 27 and WDRs <br /> No. R5-2005-0024. <br /> 3. Preparation of Water Quality Protection Standards (WQPSs) in accordance with Title <br /> 27 and WDR No. R5-2005-0024.
