FROM: Todd Del Frate <br /> Engineering Geologist <br /> Lower San Joaquin River <br /> DATE: 27 July 2006 Watershed <br /> SIGNATURE: <br /> SUBJECT: REVIEW OF DETECTION MONITORING PROGRAM FOR GROUNDWATER, <br /> CLASS 11 SURFACE IMPOUNDMENTS, MUSCO FAMILY OLIVE COMPANY, <br /> TRACY, FACILITY NO. 5B392059001 <br /> Board staff (staff) has reviewed the Detection Monitoring Program (DMP) for the Class II <br /> Surface Impoundments at the Musco Family Olive Company (Musco) in Tracy. Monitoring <br /> wells W-2, MW-11, and MW-17 were installed to monitor the shallow ground water beneath <br /> the site. These wells are located in the vicinity of the southern end of Pond A and Pond B. <br /> Monitoring wells MW-12 and MW-18 were installed to monitor deep ground water and are at <br /> the northern and southern ends of Pond B, respectively. The purpose of this evaluation was to <br /> determine if the DMP is meeting the requirements of Title 27 and Waste Discharge <br /> Requirements (WDRs) No. R5-2005-0024. Monitoring wells MW-11 and W-2 are essentially <br /> dry and consequently the Discharger has not been able to collect groundwater samples from <br /> these wells as required by WDR No. R5-2005-0024. <br /> As discussed in the staff letter dated 28 April 2006, it is our opinion the DMP is not sufficient to <br /> meet the requirements of Title 27 Section 20415 and 20420 and WDR No. R5-2005-0024. <br /> Title 27 subsection 20415 requires the following for a detection monitoring program under <br /> section 20420: <br /> • (B)1. a sufficient number of Monitoring Points (as defined in section 20164) installed at <br /> appropriate locations and depths to yield ground water samples from the uppermost <br /> aquifer that represent the quality of ground water passing the Point of Compliance and <br /> to allow for the detection of a release from the Unit; <br /> • (B)2. a sufficient number of Monitoring Points installed at additional locations and <br /> depths to yield ground water samples from the uppermost aquifer to provide the best <br /> assurance of the earliest possible detection of a release from the Unit; <br /> • (B)3. a sufficient number of Monitoring Points and Background Monitoring Points <br /> installed at appropriate locations and depths to yield ground water samples from <br /> portions of the zone of saturation, including other aquifers, not monitored pursuant to <br /> California Environmental Protection Agency <br /> 01 Recycled Paper <br />
