Several lysimeters appear to be non-operational with boxes filled
with soil. Since the lysimeters were installed to monitor potential leaks beneath the Title 27
surface impoundments, the Discharger should attempt to make the lysimeters operational.
Please submit maintenance documentation detailing the repair of the non-operational
lysimeters by 22 May 2006.
Waste water levels in Pond A and B appear to be well below the minimum freeboard allowed.
Although it appears the Discharger is managing the freeboard appropriately, it is unclear what
volumes of designated waste (flotation brine, regeneration steam, boiler blowdown, and spent
lye) are being produced and discharged to the Title 27 surface impoundments throughout the
year. Board staff requests the Discharger prepare a table listing the designated waste
streams and monthly volumes produced (current and historical) and subsequently discharged
to the Title 27 surface impoundments. In addition, please provide water balance calculations
used for managing waste water levels in Ponds A and B. Water balance calculations for the
Title 27 Ponds shall be provided in subsequent Annual Reports.
Please submit the above requested information by 22 May 2006.
California Environmental Protection Agency
01 Recycled Paper
