CENTRAL VALLE EGIOAL WATER QUALITY JJNTROL BOARD
INSPECTION REPORT
DATE: 3/24/06
FACILITY: Musco Family Olive Company
DISCHARGER: Musco Family Olive/Studley Company
LOCATION &COUNTY: 17950 Via Nicolo
CONTACT(S): Ben Hall (Plant Manager)/Dennis Leikam (Environmental Manager)
INSPECTION DATE: 3/23/06
INSPECTED BY: Todd Del Frate (Title 27)
ACCOMPANIED BY: Hoss Aghezeynali (Non 15) Fresno Office.
SUMMARY: The Title 27 Surface Impoundments were inspected on March 23,2006. The weather
was partly cloudy, calm and warm. Odors around the Title 27 ponds were not noticeable. Water
levels were inspected. Freeboard of both ponds A and B were below the maximum allowable level.
The LCRS sumps were inspected. Sumps were dry except for southern sump of Pond B where
approximately 1-inch of water with floating slime or film was observed. No explanation from Ben
Hall. All sumps are open to atmosphere where precipitation could enter. Suggested Discharger
cover all four sumps to eliminate precipitation from entering. Liner appeared to be in good
condition; no tears or UV breakdown. Several Lysimeter's and boxes were in disrepair.
Discharger discussed waste streams directed to Title 27 ponds. Approximately 30,000 gallons/day
of total 300,000 gallons/day (current) discharged to Title 27 ponds. Approximately 10— 11 MM
gallons/year. Discharge during 2005 was 13MM gallons. Spent Lye Water is approximately 400-
500,000 gallons/year. It appeared Title 27 ponds were not being utilized to full capacity.
Discharger concerned about capacity during winter season (low evaporation rate; net negative
evaporation to precipitation). Evaporation rates do not become net positive until May, according to
Discharger.
Wells MW12,MW-17,MW-18, and W-2 wellheads were inspected and appeared in good condition.
W-2 locking well cap was not seated properly on well casing, nor locked. Requested Discharger to
have field staff properly maintain the wellhead. Monument cap was broken. Well MW-11 was not
inspected.
Spray Irrigation was recently conducted on Evaporation Field South. Field was saturated.
Approved:
