BOX 2009 <br /> STOCKTON, CA 95201 <br /> (209) 468-3420 <br /> Re: ANNUAL EXEMPT DISPOSAL AREA (ENVIRONMENTAL HEALTH) PERMIT <br /> FOR APPLICATION OF CANNERY WASTE TO LAND AS A SOIL <br /> AMENDMENT AND ANNUAL ENVIRONMENTAL HEALTH PERMITS FOR <br /> ANIMAL FEED YARDS <br /> OBTAINING EXEMPTION FROM A STATE SOLID WASTE FACILITIES PERMIT(SWFP) <br /> FOR LAND APPLICATION SITES <br /> The application of cannery waste to land may only be permitted following a public hearing <br /> before the San Joaquin County Public Health Services Hearing Panel. This hearing is held to <br /> determine that application sites can be exempt from a State SWFP based on the following <br /> findings (California Code of Regulations, Title 14, Section 18215): <br /> 1. The exemption is not against the public interest <br /> 2. The quantity of solid waste is insignificant. <br /> 3. The nature of the solid waste poses no significant threat to health, safety, or the <br /> environment. <br /> A new site application fee of $156.00 (two hour minimum plus a charge of $78 per hour for <br /> additional review time) must be remitted with each completed application for each site. The <br /> annual Environmental Health permit fee is $156.00 per year per site. <br /> You will be notified of the time and date of the required hearing. <br /> ENVIRONMENTAL HEALTH PERMITS FOR ANIMAL FEED YARDS <br /> Animal Feed Yards are facilities where three or more animals are fed swill, offal, food <br /> processing waste, vegetable and fruit packing waste, or garbage not produced on the premise <br /> or site which meets the land use requirements. <br /> Animal Feed Yards are required to be permitted and inspected by the Environmental Health <br /> Division (San Joaquin County Ordinance No. 2887, Sections 5-2101 (g), 5-2101 (p), and <br /> 5-2600). <br /> A new site application fee of $390.00 (non-refundable) must be remitted with each completed <br /> application for each site. The Environmental Health permit fee is $156.00 per year per site. <br />
