PUBLIC TILALTH SERVtjES
SAN JOAQUIN COUNTY 4 "<
ENVIRONMENTAL HEALTH DIVISION
Karen Furst, M.D., M.P.H., Health Officer P
304 East Taber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
September.13,2001
Jason Rocha I L E Cft 0'Po"11"
Jason Rocha Dairy
13310 E. Kettleman Road
Lodi CA,95240
RE: Ag Waste Feed Yard Permit
-This letter is to further document the non-compliance status of this facility. On August 6,2001, an
inspection of the facility was conducted. There were several issues noted during the inspection:
The facility was accepting peach pits, which were suppose to be dried and taken to a co-generation
plant for processing
The peach pits are considered a solid waste, and the dairy is not permitted to accept the peach pits
The permit fees had not been paid and that the facility was/is operating without a permit.
During our conversation,I indicated that the fees had doubled due to penalties. You explained that you
would pay the fees, but felt that you should not be charged a penalty because you were a new tenant and
never received a bill. I indicated that I would waive the penalties if you would come in and pay the
permit fees; however, the fees were not paid and the facility continued to accept cannery waste. I checked
with our accounting department and they indicated that the facility has been sent three separate bills.
regarding the monies owed for the permit. The delinquent account will be turned over to collections.
The facility does not have a permit and cannot accept cannery waste. You are directed to discontinue
accepting any cannery waste immediately. Failure to comply with this letter will result in further legal
action by the Environmental Health Division. In order to accept cannery waste you must make
application and submit a site plan along with$178.00 for plan check. Once the plan is approved the
permit fee of$156.00 will be required prior to accepting any waste. An application package is enclosed.
If you have any questions in regard to this letter, please contact Robert McClellon of my staff at at(209)
468-0332
Karen Furst,M.D.,M.P.H.
Health Officer
Robert McClellon,Lea Senior REHS
Environmental Health Division
Enclosures
A Division of San Joaquin County Health Care Services
