S0 JOA U 1 Environmental Health Department <br /> u ;� i Y I <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAFEWAY FUEL CENTER#2600 1987 W ELEVENTH ST,TRACY June 09, 2020 <br /> Other Violations <br /> 2010 See below Unlisted General violation ❑V ❑R ❑COS <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 104 CCR 2711 UST operating permit application for facility and tank information not submitted or current. <br /> OBSERVATION: UST Tank Information forms are not current in the California Environmental Reporting System <br /> (CERS). <br /> -This facility's tank information form states that the site is using audible/visual alarms and ball float as their overfill <br /> protection. However, according to the facility's Overfill Prevention Equipment Inspection Report dated 9/23/2019,the <br /> site does not have ball floats. The site has single walled vent piping therefore,the site cannot use audible/visual <br /> alarms only as the only means of overfill protection. During the 9/23/2019 service request inspection,fill tube shut <br /> off valves were installed in the 87, 91, and diesel tanks. <br /> REGULATION GUIDANCE:Any change of information must be updated in CERS within 30 days of the changes. <br /> CORRECTIVE ACTION: Immediately log into CERS, update the required information, and submit for review by the <br /> EHD. <br /> This is a repeat violation, Class II. <br /> 215 CCR 2712(i) Failure to retain a copy of the permit to operate at the facility. <br /> OBSERVATION:A current copy of the UST operating permit was not found on site. The most recent permit on site <br /> was dated 4/22/2019. <br /> REGULATION GUIDANCE:A copy of the UST operating permit and all attachments and conditions shall be <br /> retained at the facility. <br /> CORRECTIVE ACTION: Immediately obtain a copy of the 2020 permit and retain it on site. <br /> This is a minor violation. <br /> 307 CCR 2631(g), 2632(c)Monitoring system of the interstitial space of a double walled system not maintained. <br /> OBSERVATION: The 91/diesel annular sensor was stuck in the audible and visual alarm when tested and, <br /> therefore,the tank is not monitored. <br /> REGULATION GUIDANCE: The interstitial space shall be monitored with a monitoring system connected to an <br /> audible and visual alarm system. <br /> CORRECTIVE ACTION: The VR 460 sensor was replaced and retested during the inspection. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> FA0013503 PR0517565 SCO01 06/09/2020 <br /> EHD 23-01 Rev.9/20/2019 Page 4 of 5 Underground Storage Tank Program OIR <br /> 1868 E.
